Business Lead

Capio Group is looking for an experienced Business Lead! Scope of Work: Capio Group is looking for an experienced Business Lead to work as part of the team supporting a large-scale information technology modernization initiative to replace an approximately 30-year-old legacy system. The existing solution uses a PowerBuilder application with an Oracle database and supports the appointment and regulation of notaries public as well as the processing of Apostilles. The new solution will be a modern, cloud-based platform designed to digitize and streamline these services while supporting secure online capabilities, external integrations, Remote Online Notarization requirements, and future statutory and operational changes. The project encompasses the planning, architecture, design, development/configuration, testing, integration, data migration, implementation, training, stabilization, maintenance, and operational support of the system. The complete solution will include user interfaces, data models and databases, secure integration mechanisms and APIs, re-engineered business processes, system documentation, training materials, and ongoing support mechanisms. Project activities will involve supporting a hybrid Agile implementation delivered through multiple Program Increments, working collaboratively with client business and technical stakeholders, external partners, and other project participants. The Business Lead will be responsible for tasks including but not limited to: Serving as the business functional expert in the functional areas of the solution. Leading and gathering business functional information and analysis in all discussions and sessions. Understanding Notary and Apostille business processes, needs, roles, and responsibilities. Being familiar with the Business Rules and Functional Requirements. Leading and gathering business functional information to help resolve system problems and define system changes for Solution functionality. Supporting ongoing Project business activities, including but not limited to planning, designing system changes, system processes, application programming interface, and reporting. Providing support for analysis of business processes that impact Solution functionality or data. Ensuring timely development and delivery of operations and business analysis Deliverables. Identifying, and proactively bringing forward, issue resolution options. Mandatory Experience: Within the last ten (10) years, must have at least three (3) years of experience as the Business Lead or similar lead role/title on one or more *Qualifying Software Solution implementation projects. *A Qualifying Software Solution must meet all of the following attributes: • At least five million dollars ($5M) in Information Technology software contract cost in development and implementation, excluding maintenance and operations; • A solution that can accommodate at least twenty (20) internal end users; • A solution that provides a public website with at least one hundred thousand (100,000) external user logins; • A solution that manages highly confidential data and Personal Identifying Information; and • A solution that provides a secure data exchange interface with external system(s). (OR) Within the last ten (10) years, must have at least three (3) years of experience performing business process analysis on a notary public information technology project involving automating application intake and processing, commissioning, and maintenance of records relating to notaries public. Within the last ten (10) years, must have at least three (3) years of experience with collaborative business process assessment, analysis, writing, and re-engineering methods and strategies, including business flow diagramming. Must be able to provide a client/user end reference contact information for each applicable project meeting the requirements upon request in the qualification form. In addition, you must be able to submit completed reference forms when requested. Each reference form must be signed by the referenced individual. The reference contact must be a representative of the company for which the project was developed and must have served in a management or supervisory role. Desirable Experience: Within the last ten (10) years, must have experience with a government agency IT system that supports third party application programming interface(s). Within the last ten (10) years, must have at least three (3) years of experience building and maintaining direct relationships with clients, including key internal and external stakeholders, and communicating both verbal and written business process information to stakeholders. Within the last ten (10) years, must have at least two (2) years of experience on an automation project for a Notary program. Within the last ten (10) years, must have at least two (2) years of experience on a project that implemented a *Qualifying Software Solution that involved integration of system interface(s). *A Qualifying Software Solution must meet all of the following attributes: • At least five million dollars ($5M) in Information Technology software contract cost in development and implementation, excluding maintenance and operations; • A solution that can accommodate at least twenty (20) internal end users; • A solution that provides a public website with at least one hundred thousand (100,000) external user logins; • A solution that manages highly confidential data and Personal Identifying Information; and • A solution that provides a secure data exchange interface with external system(s).
