POSITION GENERAL SUMMARY

The Business Analyst leads the responsible and strategic exploration, evaluation, and governance of artificial intelligence (AI) and emerging technologies across the Ada County Clerk’s Office. The analyst monitors the changing needs of business operations and is able to assess the impact of those changes. The incumbent focuses on the effective use of resources of both people and technology. The incumbent performs reviews, assessments, and the development of Clerk’s Office business processes and makes recommendations for technology initiatives as well as the development, analysis, and execution of related policy. Positioned within the Administration Division, this role supports cross-functional operations including Elections, Courts, Community Programs, Auditor, and Recorder functions as well as acting as a liaison with other County departments and external stakeholders. This position does not perform technical system implementation, but instead focuses on identifying opportunities, guiding responsible use, supporting staff adoption, and ensuring all emerging technology related efforts align with legal requirements, data privacy standards, and the Clerk’s Office commitment to accuracy, transparency, and public trust. This role supports the Clerk’s mission to serve and build trust. DISTINGUISHING FEATURES OF THE CLASS

Provides strategy and use case identification: partners with division leaders to identify practical, low-risk opportunities for AI and automation, evaluates potential use cases based on impact, risk, and alignment with public service priorities, develops and maintains a prioritized roadmap of AI opportunities across the Clerk’s Office, and advises leadership on where AI can and should not be used; Coordinates Governance, Risk & Policy Development: Leads development and ongoing refinement of AI usage policies, including: prohibition of entering sensitive or protected data into AI tools; election security and integrity safeguards; public records and records retention compliance; and data privacy and confidentiality standards; Establishes clear guidelines and guardrails for staff use of AI tools; Partners with legal, HR, and IT to ensure compliance with applicable laws and county policies; Coordinates and leads staff training & adoption: Develops and delivers training on approved AI tools and responsible use practices, creates simple, practical guidance for staff (what’s allowed, what’s not, and why), supports divisions in safely integrating AI into day-to-day workflows, and promotes thoughtful adoption while reinforcing accountability; Provides cross-functional coordination: Serves as a central point of coordination between Clerk’s Office divisions, IT, and other county departments, helps translate operational needs into requirements for IT or external vendors (without directly implementing solutions), and ensures a level of consistency in how AI is approached across functions; Monitors performance tracking & ensure continuous improvement: Evaluates external AI tools and consultants for alignment with Clerk’s Office needs and risk tolerance, tracks outcomes such as efficiency gains, risk reduction, and service improvements, reports progress and recommendations to Clerk’s Office leadership, and continuously refines approach based on lessons learned and emerging best practices. Bachelor’s degree in Business, Public Administration, Communications, or a related field; Or equivalent combination of education and experience; Knowledge of AI tools and concepts (no coding required, but strong conceptual understanding expected) such as data engineering, neural network architectures, math behind optimization and gradient descent, Large Language Models, and Generative AI; Knowledge of AI Ethics and Governance such as bias mitigation, AI transparency, and global regulations; Proven aptitude in curiosity, rapid learning, and critical thinking; Knowledge of communication techniques; Knowledge of administrative computer technology and electronic communication technology; Knowledge of computer systems operation and database development; Ability to work across multiple divisions and build alignment; Ability in analytical reasoning to review complex business problems and determine if and how an AI solution is technically feasible; Ability to translate complex, technical topics into clear, practical guidance for employees and all stakeholders; Ability to provide change management techniques to support staff through innovative ways of working; Ability to participate in the development of the offices’ long and short-term strategic goals; Ability to recommend goals, initiatives, and innovative best practices to the leadership team; Ability to conceptualize and implement system upgrades, employee training, and public information projects; Ability to monitor program effectiveness and implement improvements.
