Billing and Licensing Supervisor

Overview The City of Oxnard’s Billing and Licensing Division seeks a Billing and Licensing Supervisor to plan, organize, and manage the City’s Business Licensing and Utility Billing functions, with a focus on Business Licensing. Key Responsibilities Provide program oversight and supervision of the Business Licensing and Utility Billing sub‑divisions. Supervise business licensing and utility billing activities, ensuring adherence to City codes, policies, and procedures. Ensure staff compliance with applicable laws, rules, regulations, and City codes. Plan, assign, schedule, supervise, and evaluate staff performance. Provide constructive feedback and training to staff. Assist the Director with administrative tasks and information requests from other agencies and the public. Perform complex analysis and audit of accounts, applications, renewals, billing inquiries, and account analyses. Prepare and monitor the budget for the two sub‑divisions. Prepare fiscal and statistical reports, including revenue forecasts and cost analyses. Handle and resolve escalated issues and customer complaints. Classification Payroll/Classification Title: Administrative Services Administrator/Supervisor Work Schedule The normal workweek is Monday through Thursday 8:00 am to 6:00 pm and alternating Fridays 8:00 am to 5:00 pm. Occasional overtime may be required. Position‑Specific Responsibilities Provide advanced management support to city‑wide functions. Oversee departmental budget and procurement process. Administer contracts and conduct public outreach. Supervise support staff and conduct analyses. Review and approve expenditures; prepare billing and receivables. Prepare complex fees and manage politically sensitive projects. Represent the City to the media. Minimum Qualifications Education: Bachelor's degree in business administration, finance, accounting, or related field. Experience: Five years journey‑level professional experience in area of assignment and two years supervisory experience. Licensing/Certifications: Possession of valid Class C California driver’s license (where applicable). Other Requirements: Effective communication in English, and Spanish bilingualism highly desirable.
