Job Title: Head of HR (US Based) – Financial Services Sector

Role Overview

We are a fast‑growing, cross‑border financial services platform expanding into the US market. To build our American foundation, we are seeking a seasoned and strategic  Head of HR to lead all human resources and administrative functions from the ground up. This is a hands‑on leadership role that combines strategic workforce planning with operational execution – ideal for a resilient, start‑up minded HR professional who thrives in building structures, teams, and culture in a greenfield environment.

Must‑Haves：

1. Education

   • Master’s degree or above in Human Resources Management, Business Administration, Law, or a related discipline.

2. Industry & Experience

   • Minimum 3 years of HR management experience within financial institutions such as investment banks, securities firms, asset management companies, or fintech enterprises.

   • At least 5 years of work or study experience in the United States (strong preference for candidates who understand both US and cross‑cultural business dynamics).

3. Start‑up & Team‑Building Expertise

   • Proven track record of  building an HR/administrative function from scratch – including department structuring, policy framework design, and full‑cycle recruitment.

   • Hands‑on experience in navigating the critical milestones and operational rhythms of an early‑stage organisation (e.g., entity setup, payroll/benefits setup, compliance roll‑out, office establishment).

4. Professional Competencies

   • Deep working knowledge of all HR modules: talent acquisition, learning & development, performance management, compensation & benefits, and employee relations.

   • Expert‑level familiarity with US federal and  California state labour laws, employment regulations, and compliance requirements (e.g., FLSA, ADA, FEHA, wage & hour rules).

5. Candidate Profile (Specific Client Requirements)

   • This role is open  exclusively to female candidates (per client’s strategic brief).

   • Preferred age under 40 , with a flexible upper limit of 45 for exceptional candidates who have held global HR leadership roles at Fortune 500 companies.

• Local Network & Channels – Established relationships with US‑based talent pools and recruitment sources, particularly within the finance and technology sectors, enabling rapid access to hard‑to‑reach candidate communities.

• Entrepreneurial Spirit – Self‑starter with a sense of ownership, comfortable with ambiguity, and able to balance strategic vision with day‑to‑day execution. Approachable and empathetic, capable of building trust across all levels.

Key Responsibilities (Indicative)

• Design and implement the US HR roadmap, aligning with global business objectives and local regulatory requirements.

• Lead end‑to‑end recruitment to build a high‑calibre local team, from entry‑level to senior leadership.

• Establish competitive compensation, benefits, and performance frameworks tailored to the US market.

• Ensure full compliance with federal, state, and local employment laws; act as the primary point of contact for legal and regulatory matters.

• Develop onboarding, training, and retention programs to foster a high‑performance, inclusive culture.

• Oversee office administration, vendor management, and operational logistics during the setup phase.

3、筹建经验：前期核心能力需要搭建部门架构，需要强招聘能力，具备组建团队的实际操盘经验，熟悉初创期各项人力行政工作的推进节奏与关键节点。
4、专业能力：熟悉人力资源全模块（招聘、培训、绩效、薪酬、员工关系），精通美国及加州劳动法律法规。
5、性别要求：该岗位只考虑女性候选人。
6、年龄要求：公司希望结构整体偏年轻化，原则上40岁以下，具备世界500强企业全球HR负责人经验的顶尖人才可放宽至45岁。
