Human Resources Director
The Human Resources Director is responsible for planning, directing, coordinating, and administering all human resources functions for the District. The position ensures compliance with federal and state employment laws, Arizona Department of Education requirements, Governing Board policies, and District procedures while providing leadership in recruitment, retention, employee relations, benefits administration, compensation, certification, and personnel records. The Human Resources Director serves as a strategic partner to District administration in developing and maintaining a highly qualified workforce dedicated to student success.
Essential Duties and Responsibilities:
- Plan, organize, direct, and evaluate all Human Resources staff and HR operations.
- Develop and implement HR policies, procedures, and best practices.
- Ensure compliance with federal, state, and local employment laws and regulations.
- Maintain confidential personnel records in accordance with applicable laws.
- Prepare and present HR-related reports to the Superintendent and Governing Board.
- Develop annual department goals and objectives aligned with the District's Strategic Plan.
- Direct recruitment, hiring, and onboarding of certified, classified, administrative, and substitute employees.
- Develop recruitment strategies to attract qualified candidates.
- Coordinate job postings, applicant screening, interviews, reference checks, and employment recommendations.
- Manage the District's applicant tracking system and continuously improve hiring processes.
- Coordinate new employee orientation and onboarding activities.
- Maintain staffing plans to support District needs.
- Provide guidance to administrators and supervisors regarding personnel matters.
- Assist with employee performance concerns, investigations, disciplinary actions, and grievance procedures.
- Interpret Board policies, employment contracts, and personnel regulations.
- Promote positive employee relations and conflict resolution.
- Coordinate employee recognition and engagement initiatives.
- Administer employee benefit programs, including health insurance, retirement, leave programs, and wellness initiatives.
- Coordinate annual open enrollment.
- Maintain salary schedules and assist with compensation studies.
- Ensure proper implementation of employee contracts and employment agreements.
- Work collaboratively with Payroll to ensure accurate employee compensation.
- Monitor Arizona educator certification requirements and expiration dates.
- Ensure compliance with fingerprint clearance requirements.
- Coordinate mandatory employment verifications and background checks.
- Maintain compliance with Arizona Department of Education reporting requirements.
- Oversee I-9 verification, E-Verify (if applicable), and personnel file compliance.
- Coordinate annual mandatory employee trainings.
- Coordinate J-1 and H-1B visa programs.
- Work closely with immigration attorneys and sponsoring organizations.
- Monitor visa expiration dates and renewal requirements.
- Prepare and maintain required immigration documentation.
- Assist international employees throughout recruitment and employment.
- Ensure compliance with: Arizona Revised Statutes, Fair Labor Standards Act (FLSA), Family and Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), Title VII Equal Employment Opportunity (EEO), Affordable Care Act (ACA), COBRA, USERRA, Workers' Compensation regulations.
- Recommend updates to Governing Board policies as needed.
- Work closely with Finance, Payroll, Business Services, Special Education, and District Administration.
- Assist administrators with staffing and personnel planning.
- Serve on District committees as assigned.
- Build positive relationships with employees, applicants, and community members.
Knowledge, Skills, and Abilities:
- Comprehensive knowledge of human resources principles and employment law.
- Knowledge of Arizona school personnel requirements and educator certification.
- Knowledge of employee benefits administration and compensation practices.
- Strong leadership, organizational, and interpersonal skills.
- Ability to maintain strict confidentiality.
- Strong analytical and problem-solving abilities.
- Excellent written and verbal communication skills.
- Ability to interpret laws, policies, regulations, and collective bargaining agreements (if applicable).
- Proficiency with HRIS, applicant tracking systems, Microsoft Office, and Google Workspace.
Minimum Qualifications:
- Bachelor's degree in Human Resources, Business Administration, Public Administration, Education, or a related field.
- Five (5) years of progressively responsible Human Resources experience.
- Three (3) years of supervisory or management experience.
- Experience in public education or public sector Human Resources preferred.
- Valid Arizona Driver License.
Preferred Qualifications:
- Master's degree in Human Resources, Business Administration, Educational Leadership, or related field.
- Arizona public school district Human Resources experience.
- SHRM-CP, SHRM-SCP, PHR, or SPHR certification.
- Experience administering J-1 and H-1B visa programs.
- Experience with school district HRIS and applicant tracking systems.
Physical Requirements:
- Ability to sit, stand, walk, bend, and lift up to 25 pounds.
- Ability to travel between District locations and attend meetings and training as required.
Terms of Employment:
- Twelve (12) month position.
- Salary and benefits established by the Governing Board.
- Evaluation conducted annually by the Superintendent or designee.
- Evaluation Performance will be evaluated annually in accordance with Governing Board policy and District administrative procedures.
