JOB TITLE: Payroll Specialist


WAGE / HOUR STATUS: Exempt/Full Time


MONTHS: 12 months

PRIMARY PURPOSE:


The Payroll Specialist assists in the planning, coordinating, and managing of comprehensive payroll systems for all employees of the District. This job requires considerable discretion, professionalism, initiative, accuracy, attention to detail, organizational skills, ability to multitask within strict timelines, and effective communication skills.


QUALIFICATIONS:

Education:

  • AA/AS degree or higher with focus in accounting, human resources or High School Diploma or G.E.D. equivalency supplemented by experience and documented specialized training course work in accounting, financial record keeping, or a related field. (see Special Knowledge/Skills/Experience section below).
  • Charter school experience a plus
Special Knowledge/Skills/Experience:
  • Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills and abilities could be found in the following areas: 1) Four years of increasingly responsible experience in the administration of benefit plans. 2) Two years' experience in payroll operations, preferably in a charter school or other public sector environment.
  • Knowledge of principles, procedures, methods, practices, and terminology used in payroll and financial record keeping
  • Knowledge of methods and techniques of data collection, analysis, and report preparation
  • Knowledge of mathematical principles.
  • Intermediate level MS Office Suite or equivalent.
  • Operate 10-key by touch
  • Create documents, databases, spreadsheets, and reports using MS Office Suite.
  • Enter data and create reports using payroll information systems.
  • Conduct and interpret research on pay and benefits related topics.
  • Type or operate a keyboard at a level proficient for successful job performance.
  • Knowledge of education code, federal and state laws, labor laws, codes, regulations and requirements pertaining to areas of assigned responsibility a plus

MAJOR RESPONSIBILITIES AND DUTIES:

  1. Prepare accurate district payroll for distribution to employees following established procedures.
  2. Receive and audit time sheets for all district employees. Calculate employee wages, salaries, hours worked, overtime pay, and determine withholdings, deductions, and net pay.
  3. Balance payroll earnings and deductions; initiate related transfers of funds and deposits.
  4. Maintain district payroll registers, employee payroll information, and other original documentation in an orderly and accurate manner in accordance with state, federal, and district requirements.
  5. Prepare and post all payroll changes including payroll deductions, salary changes, termination, and new employee information.
  6. Records and Reports
  7. Compile, maintain, and file all reports, records, and other documents as required including maintaining payroll and related files such as payroll records, absent-from-duty reports, and service records.
  8. Prepare and submit payroll reports and forms including those required by Internal Revenue Service, Texas Workforce Commission, Texas Retirement System, Federal Insurance Contributors' Act (FICA), Medicare, Texas New Hire Reporting, and Workers' Compensation Commission
  9. Work cooperatively with human resource department, principals, department heads, campus and department secretaries, and employees to ensure accuracy of information reported. Resolve payroll problems and inquiries.
  10. Respond to requests from financial institutions regarding verification of employment.
  11. Maintain confidentiality of information.
  12. Follow district safety protocols and emergency procedures.
  13. Multitask in a timeline driven environment.
  14. Demonstrate critical thinking skills and exercise sound judgment, flexibility, creativity, and sensitivity in response to changing situations and needs.
  15. Perform mathematical computations quickly and accurately.
  16. Communicate clearly and concisely, both orally and in writing.
  17. Work independently in the absence of supervision.
  18. Work effectively and efficiently under pressure with constant interruptions.
  19. Maintain a professional environment within the office and district.
  20. Stay abreast of changes with employees, employment contracts, insurance contracts, labor law, or other factors that may impact this function.
  21. Cafeteria Plan tracking and monitoring.
  22. Supplemental payroll.
  23. Meet benefit implementation dates.
  24. Performs other duties as assigned.

Computer with appropriate software, 10-key calculator, printer, calculator, copier, facsimile machine


Mental Demands:


Ability to communicate effectively (verbal and written); receive directives as assigned; reading ability to perform basic mathematics, work with numbers in an accurate and rapid manner; meet established deadlines; maintain accurate and auditable records; ability to attend to detail; maintain emotional control under stress; work with frequent interruption.

  4. Prolonged use of computer and calculator
  5. Occasional prolonged and irregular hours.
  6. Available to work overtime on evenings and weekends as needed.

ABOUT BOB HOPE SCHOOL
Bob Hope School is a growing open-enrollment public charter school (non-profit) providing parents a choice in their child's education. Bob Hope Elementary is a Montessori / Dual-Language campus. Instruction is conducted in a two-way immersion program, where teachers fluent in English teach ELA and those fluent in Spanish teach SLA and are supported by teacher aides with a strong command of both languages. Campuses are located in Port Arthur, Beaumont, and Baytown, Texas. The Hughen Center, Inc. is the charter holder of Bob Hope School.
