Chief Financial OfficerReporting directly to the CEO, the Chief Financial Officer (CFO) is a key member of the Executive Leadership Team and is responsible for the strategic, operational and decision-making leadership of all financial functions across a multi-site government-funded nonprofit organization. The CFO ensures financial sustainability, regulatory compliance, fiscal control and analytic rigor to guide and actively monitor the fiscal performance of Seamen's Society in support of the agency's mission. This role requires a hands-on, strategic leader who can operate effectively in a highly regulated, multi-revenue stream environment, while continuously improving processes, modernizing infrastructure, and serving clients, internally and externally, with speed and excellence. The CFO operates at the intersection of strategy, operations and financial performance, actively shaping the organization's direction and long-term viability. The CFO exhibits the agency's core values, championing a culture of adaptability, partnership, positive regard, transparency, learning and financial stewardship throughout the organization.Duties and Responsibilities:Financial Leadership & StrategyServe as a key strategic advisor to the CEO, Executive Leadership Team and Board of Trustees on all financial matters.Develop and execute short-term and long-term financial strategies that support organizational growth, sustainability and mission impact.Lead and own all aspects of the finance function for the management company and affiliated entity.Lead enterprise-wide financial planning, including annual budgets, multi-year forecasts, capital planning and financial analyses to support program(s) expansion and operational resilience.Translate financial data, develop key performance indicators and provide actionable insights to support operational and strategic decision-making.Oversee 403(b) plan financial contributions and investment performance.Government Grants & ContractsOversee financial administration of New York City, New York State, and federal government contracts and grants.Ensure compliance with all regulatory requirements, including grant restrictions, indirect cost allocations and reporting obligations.Partner with Program and Development teams on government grant budgets, cost modeling and funding strategies for new and existing programs.Ensure regular and timely feedback to Program and Development leaders on budgeting and contracting issues.Medicaid Reimbursement & Revenue Cycle ManagementProvide executive ownership and oversight of the end-to-end revenue cycle for New York State Medicaid Managed Care programs, ensuring accurate revenue recognition, encounter data integrity, reconciliation, and regulatory compliance.Develop and maintain financial controls supporting Medicaid revenue recognition, claims adjudication, billing, and government reimbursement reporting.Partner with Compliance, QA/QI, and Program teams to ensure adherence to Medicaid and Medicaid Managed Care program regulations, billing requirements, and audit readiness standards.Develop long-range financial plans addressing Medicaid and funding changes, managed care transitions, and enrollment fluctuations.Treasury Management & Fiscal LiquidityEstablish financial policies and internal controls governing cash management, banking relationships, endowment support (affiliated entity), and disbursement activities.Present cash position analyses and financial risk assessments to Executive Leadership, the Finance and Audit Committees, and the Board of Trustees.Direct organizational cash flow strategy, ensuring adequate cash to support operations, growth initiatives, and capital investments.Ensure sufficient cash reserves to meet payroll, vendor obligations, claims payments, debt service requirements, and strategic investment priorities.Establish forecasting methodologies that provide visibility into short-term cash needs and long-term financial sustainability.Organizational PartnershipContinuously improve and implement financial processes, internal controls and service standards to ensure Finance leads as a proactive, responsive business partner within the organization.Partner with the Chief Development Officer to align fundraising strategy, grant reporting, and financial storytelling for private donors, foundations, corporate sponsors and grantors.Partner with the Chief Administrative Officer on facilities management, capital investments, enterprise procurements and real estate strategy.Partner with Program Executives to drive financial planning, budgeting, financial analyses and resource allocations for all programs to ensure funding is aligned and monitored to sustainably support the agency's clients.Collaborate with Human Resources, Information Technology and Compliance officers to ensure Finance operates as an integrated service-oriented partner throughout the agency.Collaborate with government agencies, managed care organizations, financial institutions, auditors, strategic vendors and other external stakeholders to advance organizational priorities.Compliance, Risk Management & GovernanceEnsure full compliance with federal, state, and local regulations, as well as funder requirements.Own and drive risk management practices related to financial operations and internal controls.Coordinate annual financial audits, and required tax, insurance and regulatory oversight filings.Implement corrective actions and continuously strengthen fiscal controls and processes.Serve as Executive liaison to the Board Finance Committee, preparing high quality materials and value-added financial insights.Lead modernization of financial systems, including integration with HRIS, payroll and donor management systems, to increase efficiency, improve resource planning accuracy, mitigate risk and support organizational scalability.Leadership & Team DevelopmentLead, mentor and develop the Finance team, fostering a culture of service, ownership, accountability, collaboration and excellence.Establish a clear operating structure and measurable service standards, roles and performance expectations for each Finance team member and the unit in its entirety.Ensure structure and consistency in the Finance team's adherence to process controls, accuracy, monitoring and timeliness of key fiscal deliverables, including month-end close, vendor payments, revenue cycle billings, the annual budget process, and monthly internal and external reporting.Prioritize communication with other departments within the agency, including timely follow up discussions and reviews to ensure accuracy and clarity of shared financial information.Support team building, cross-training and continuous learning to ensure continuity of service delivery and the professional development of the Finance team.Performs other duties/responsibilities as assigned within the scope of the position.Skills & Competencies:Driver of fiscal discipline, structure and rigor for the Finance team and throughout the organization.Owner, leadership style.Qualifications/Requirements:Bachelor's degree required. Master's degree or CPA strongly preferred.Fifteen or more years of finance leadership experience within nonprofit, human services, healthcare, education or similarly complex mission-driven environments.Familiarity with New York City and New York State funding agencies and the regulatory landscape, including Article 29i and Article 31 (OCFS, DOH, OMH) is valued.Experience leading organizational transformation, systems implementation and/or financial process improvement initiatives.Outstanding leadership skills with demonstrated success developing high-performing teams.Strong business judgement with the ability to drive and balance finance stewardship, compliance, risk management and organizational growth.Demonstrated expertise in Medicaid reimbursement processes and revenue cycle management.Experience with implementing and managing modern financial technology platforms, including ERP, procurement and expense management systems.The organization currently operates in two boroughs: Staten Island and Brooklyn. The position is based in Staten Island but will interact with personnel across both locations.
