What We Need (Job Summary)

The 340B Program Manager supports the organization's overall 340B portfolio and maximizes covered entities' individual 340B programs. Operating in a fast-paced environment, this role provides strategic oversight, daily support, ongoing monitoring, reporting, analytics, and compliance guidance for assigned client accounts to ensure program integrity and financial optimization. 

Serving as a key liaison between internal leadership, covered entities, payers, non-profits, and community partners, the 340B Program Manager drives account execution and continuous optimization. The role ensures strict adherence to Health Resources and Services Administration (HRSA) regulations, mitigates operational risk, and identifies data-driven opportunities to maximize return on investment (ROI) while maintaining compliance standards. 

What You’ll Do (Essential Job Functions)

• Manage ongoing account relationships and provide strategic oversight, daily support, direction, and performance reporting for assigned covered entities. 
• Serve as the primary liaison between internal execution teams and external stakeholders, including covered entities, non-profits, healthcare providers, and community partners. 
• Establish and facilitate internal 340B strategy workgroups and program implementation initiatives. 
• Maintain subject matter expertise on Section 340B regulations, rulings, and proposed changes, assessing organizational impact and ensuring continuous compliance. 
• Conduct ongoing regulatory compliance reviews of covered entity programs, including contract arrangements, federal registrations, and patient and provider eligibility. 
• Prepare and support covered entities during HRSA audits, manufacturer audits, and independent audits, monitoring workflow processes to maintain compliance integrity. 
• Monitor workflow processes, identify risks, and collaborate with covered entities to develop corrective action plans for prompt resolution of findings. 
• Examine diversion, duplicate discounts, Medicaid billing compliance, and contract performance rates to maintain program integrity. 
• Build and monitor KPI dashboards to analyze drug purchasing records, contract pharmacy capture rates, drug shortages, pricing exclusions, utilization, and financial risk areas. 
• Formulate alternative product strategies when appropriate during drug shortages or pricing exclusions. 
• Prepare regular executive summaries, proformas, and reporting for leadership and clients that highlight operational inefficiencies and present data-driven recommendations to maximize ROI. 
• Provide 340B and compliance-related training to internal staff, client leadership & external stakeholders. 
• Represent 340B Program Management at local, state, regional, and national industry meetings and conferences.

What We Require (Required Qualifications)

• Bachelor’s degree in Business Administration, Healthcare Administration, Public Health, Data Analytics, Public Policy, or a related field. 
• 3–5 years of program / project management experience. 
• 3–5 years of direct experience working with federal 340B grantees (such as Ryan White, STD/STI, FQHC, DSH, or ambulatory care clinics). 
• 340B Apexus Certified Expert (ACE) certification obtained or achieved within six months of hire date. 
• Experience supporting HIV-serving, public health, or LGBTQ+ non-profit organizations. 
• Demonstrated willingness to develop foundational knowledge of LGBTQ+ health terminology and cultural competencies. 
• Strong strategic, analytical, and interpersonal communication skills. 
• Practical experience in vendor management and contract negotiation.
• Experience working in diverse environments; commitment to acquiring foundational knowledge of LGBTQ+ concepts, terminology, and intersectionality.
• Exceptional organizational, communication, interpersonal, and negotiation skills with the ability to prioritize in a fast-paced environment.
• Valid driver’s license and willingness to travel up to 33%.

What we Prefer (Preferred Qualifications)

• Master’s degree (MBA, MHA, MPH, MMHC, or related field). 
• 5+ years of advanced experience with the 340B Drug Pricing Program, program development, audits, and federal 340B grantees. 
• Project Management Professional (PMP) or similar project management certification. 
• Advanced analytics certifications (e.g., CAP, Power BI, SAS). 
• Direct experience with healthcare compliance frameworks, contract pharmacy administration platforms, and split-billing systems. 
• Demonstrated success in optimizing contract pharmacy capture rates and strengthening internal controls
• Working in healthcare, pharmacy, or highly regulated environments, with direct experience in the 340B Drug Pricing Program, 340B grantees (Ryan White, FQHCs, DSH), or ambulatory clinics.
• Serving HIV-focused, LGBTQ+, or health-related non-profits providing direct patient/client care.
• Spanish fluency preferred.

• Deep understanding of Section 340B statutes, HRSA guidelines, audit preparation, and risk mitigation strategies. 
• Ability to evaluate purchasing records, split-billing feeds, contract pharmacy performance metrics, and build KPI executive dashboards. 
• Proven capacity to align program operations with organizational goals, manage multi-stakeholder initiatives, and maximize KPI’s and ROI. 
• Exceptional interpersonal skills with the ability to build trust across covered entities, non-profits, leadership, and community partners. 
• Strong written and verbal communication skills suited for presenting complex regulatory data and conducting training for diverse audiences. 
• Aptitude for working effectively in diverse, multicultural, and mission-driven healthcare environments.
