ACCOUNTANT (STAFF)

Commander, Navy Installations Command

Summary

The Staff Accountant is part of the U.S. International Development Finance Corporation (DFC), Office of the Chief Financial Officer (OCFO). This position serves in one or more of the following sections: financial management systems, accounting, budget execution processing, transfer of funds, financial reporting, and auditing. The position performs general ledger accounting assignments; assists with reporting, reconciliations, and analysis; and may support budget execution and/or audits.

Help

Major duties may include:

  • Assists in providing professional accounting and budget support to ensure transactions are properly valued, recorded, reconciled, and reported in compliance with Generally Accepted Accounting Principles (GAAP), federal accounting standards, credit reform requirements, and Treasury/Office of Management and Budget (OMB) regulations and guidance
  • Administers accounting operations by maintaining accounting records, preparing and interpreting accounting statements and reports, monitoring trends, and recommending corrective actions to management
  • Coordinates and works with leadership to conduct detailed operational financial analyses and reconciliations across cash receipts, receivables/revenues, disbursements, and intra-governmental payables; coordinate with internal stakeholders and external entities (Treasury, trading partners, vendors) to resolve discrepancies, ensure proper coding, and prepare correcting entries where needed
  • Reconciles and analyzes budget execution reports and resolves differences
  • Supports audit and internal control activities by managing financial statement audits
  • Performs Federal Credit Reform reporting
  • Resolves problems and persuades clients to take corrective action and comply with laws/regulations

Qualifications

Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

BASIC REQUIREMENT

A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

AND

ADDITIONAL REQUIREMENT

In addition to the Basic Requirement listed above, you must meet the required specialized experience/education listed below.

You may qualify at the GS-09 level, if you fulfill one of the following qualification requirements:

A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service that demonstrates your ability to 1) utilize established accounting standards to compile, analyze, and summarize accounting data resulting from day-to-day accounting operations; 2) maintain the integrity of financial accounts; and 3) prepare financial reports in accordance with policies, procedures, and regulations;

OR

B. A master's or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position;

OR

C. A combination of education and experience as listed above.

You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements:

A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service that demonstrates your ability to 1) provide professional accounting and/or budget support to ensure transactions are properly valued, recorded, reconciled, and reported in compliance with applicable accounting standards, requirements, regulations, and/or guidance; 2) assist in designing, implementing and/or assessing internal accounting control processes or policies; and 3) maintain, reconcile, analyze, and report on accounting/budget data;

OR

B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position;

OR

C. A combination of education and experience as listed above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION is education acquired outside of any State of the U.S., the District of Columbia, the Commonwealth of Puerto Rico, a Trust Territory of the Pacific Islands, or any territory or possession of the U.S. If you are using foreign education to meet qualification and/or eligibility requirements, you must submit a Certificate of Foreign Equivalency (a U.S. private organization's interpretation that such education has been deemed at least equivalent to conventional U.S. education programs or full credit has been given for the courses at a U.S. accredited college or university) with your application in order to receive credit for that education.
