Job Summary: The position is responsible for the attracting, developing, and retention of staff as well as compliance for the district. This position will lead the aspects of the operations of the Human Resources department, primarily focused on the areas of staffing, recruitment, position control, compliance with ADE and other regulatory agencies, and conducts employee investigations. The Director is part of the Human Resources and Benefits Leadership Team and is responsible for coordinating activities and supervision of the staff in their assigned Human Resources area.

ESSENTIAL DUTIES AND RESPONSIBILITIES: generally include the following. Other duties may be assigned:
  • Oversees the assigned day-to-day operations of the Human Resources department including equal employment opportunity, counseling, background verifications, unemployment claims, maintaining job descriptions and other matters pertaining to the hiring and compliance for the district. This position is responsible for Human Resources operations and leadership in the absence of the Chief of Human Resources.
  • Coordinates the procedures for recruiting and staffing within the District, including oversight of position control (including the understanding and application of and accounting codes), staffing for schools and departments, and maintaining budgetary oversight of district positions.
  • Is the District's compliance officer for grievances brought against the District under Section 504 and Americans with Disabilities Act.
  • Coordinates and makes recommendations regarding the district's employment needs, hiring of administrators and transfers.
  • Serves as a trusted resource on employee relations issues in dealing with staff and administration and the administration of discipline.
  • Prepares annual performance evaluation documents and coordinates the administration of performance reviews throughout the District.
  • Works with administration to facilitate the teacher improvement plan process and non-renewals or due process of certified staff.
  • Provides leadership and support for the annual issuance of contracts and letters of assurance during the reconciliation process. Performs reconciliation of staffing as needed for departments with changing staffing needs.
  • Issues contracts for administrative employees.
  • Counsels employees about career goals with the District and other matters concerning employment status.
  • Participate in ongoing development and training regarding employment and school district laws and regulations.
  • Monitors and completes annual compliance training and ADE and other regulatory reporting,
  • Oversight of the District volunteer program including addressing background check issues.
  • Completes and monitors immigration status of employees, including the administration of district sponsorships.
  • Provides support and guidance on the interpretation and application of District policies to site administration, district staff, employees and the associations.
  • A resource for interpreting and ensuring compliance with Federal and State employment laws for the District. The person also ensures Federal and State posters are available for the various sites.
  • Performs other duties as assigned or required.
KNOWLEDGE AND SKILLS:
  • Knowledge of applicable federal, state, county and city statutes, rules, policies and procedures.
  • Knowledge of applicable Peoria Unified School District and departmental policies and procedures.
  • Knowledge of employment laws and practices.
  • Knowledge of Human Resources' function within the District and how the department interacts with various departments and individuals at all levels.
  • Knowledge of Unemployment Compensation Laws, Fair Labor Standards Act, Family Medical Leave Act, the Americans with Disabilities Act and other practices of employment law.
  • Knowledge of Title IX and its application in employment setting in school district.
  • Skill in communicating both orally and in writing. The person must have the ability to communicate orally making presentations to a variety of employee groups.
  • Skill in handling conflict resolutions in a variety of settings with different employee groups and staff
  • Skill in team building, managing, motivating and organizing a workforce.
  • Skill in establishing and maintaining effective working relations with co-workers, vendors, students, parents, the general public and others having business with the school district.
  • Skill in conducting confidential and comprehensive employment investigations.
  • Skill in operating a personal computer utilizing a variety of software applications including Visions, AppliTrack, and Microsoft Office 365.
MINIMUM QUALIFICATIONS: A master's degree in business or school administration, school-based administrative experience, and Arizona Department of Education Administrative certification OR any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved. At least 2 years supervisory experience is preferred. Two years of HR experience preferred. Certification in HR or school district HR preferred.

OTHER REQUIREMENTS:
  • Must be able to obtain an IVP fingerprint clearance card and a background clearance check.
  • May be required to work outside normal working hours.
  • Must have, at the time of application, and must maintain a valid Arizona driver's license.
  • May be required to travel to perform work functions.
