Advanced Mechanical Technician
Under direction, to lead and perform highly skilled advanced mechanical work related to City vehicles and equipment including utility and street maintenance equipment; and to perform welding and fabrication work as necessary, following established practices, procedures, and safety regulations. Exercises technical and functional leadership over lower level staff.
Inspect, diagnose, and locate mechanical difficulties on City automobiles, trucks, and a variety of diesel gasoline, electric, and natural gas-powered maintenance and construction equipment. Overhaul, repair, and adjust engines, transmissions, differentials and clutches; tune engines; resolve fuel injection problems; replace ignition parts; clean and adjust carburetors. Replace or repair faulty parts including wheel bearings, clutches, oil seals, shock absorbers, exhaust systems, steering mechanisms, and related parts and equipment on City vehicles and off-road equipment. Inspect, diagnose, locate mechanical difficulties on construction and maintenance equipment. Ensure that all vehicles and equipment are in safe and operational condition; repair road emergency vehicles and equipment to all City owned property. Provide technical information for equipment and vehicle bid specifications; provide bid specifications for tools and equipment. Diagnose mechanical, electronic, gas, diesel, solar, hybrid, or CNG fuel systems. Test and repair starters, alternators, generators, distributors, relays, lights, and switches; recharge or replace batteries; diagnose and make repairs on air conditioning systems, vehicles, and equipment; inspect, replace, and install emission control devices in City vehicles. Make light and major repairs on pumps and valves; adjust and repair or replace components on suspension systems for vehicles and equipment. Service, inspect, maintain, and lubricate heavy duty industrial equipment including tractors, graders, wheel loaders, and dump trucks; Operate motorized equipment in connection with repairs and servicing; change and repair tires; replace worn tires; balance wheels after tire change. Perform electric and oxy-acetylene welding in the fabricating and repair of equipment, structures, tools, and other related parts; design, lay out, and fabricate equipment parts; rebuild broken equipment and parts. Perform safety and preventive maintenance tasks on vehicles, equipment and machinery; make road emergency vehicle and equipment repairs to all City owned property. Assist maintenance and mechanical personnel in performance of complex or emergency duties as necessary; Obtain equipment parts, repair or replace electrical wiring, starter motors, etc. Maintain accurate records, such as work, time, and materials; order supplies, parts, and materials, pick up parts, track transactions; clean and wash motorized equipment as necessary. Perform related duties and responsibilities as assigned.
Knowledge of: Principles, practices, methods, equipment, materials, and tools used in maintenance and repair of machinery and equipment. Operating and repair characteristics of a wide variety of City owned equipment. Methods and procedures of electric and oxy-acetylene welding and some mig and tig welding. Principles and practices of fuel delivery systems including gas, diesel, and CNG. Equipment electrical systems. Occupational hazards and standard safety precautions necessary in mechanical work. Principles of lead supervision and training. Operating and repair characteristics of hydraulic systems, high pressure air systems, and high-pressure water systems. Operation and care of internal combustion engines and hydraulic equipment. Methods, materials, equipment and tools used in routine welding and fabrication work. Modern office practices, methods, and computer equipment. Principles and procedures of record keeping and reporting. Safe driving principles and practices. Skill to: Operate a variety of automotive, truck, heavy equipment and testing equipment in a safe and effective manner. Operate modern office equipment including computer equipment and software. Operate a motor vehicle safely. Ability to: Troubleshoot and determine appropriate action in the maintenance and repair of vehicles and equipment. Perform skilled electrical, welding, and mechanical maintenance, repair, and installation work. Understand and interpret written and verbal instructions. Work with independence and make decisions relative to work methods and tools. Provide lead supervision and training to assigned staff. Read and interpret hydraulic and electrical schematics and fabrication blueprints. Independently perform the most difficult mechanical repair work. Interpret, explain, and enforce policies and procedures. Prepare and maintain accurate and complete records. Prepare clear and concise reports. Respond to requests and inquiries from the public. Exercise good judgment, flexibility, creativity, sensitivity in response to changing situations and needs. Communicate clearly, concisely, both verbally and in writing. Establish, maintain, and foster positive and harmonious working relationships with those contacted during work.
Experience: Seven years of experience in automotive and power equipment repair. Training: Equivalent to a high School diploma supplemented by specialized training. License or Certificate: Possession of an appropriate, valid Class C Driver's License and insurability at regular rates for the City's automobile insurance. Ability to obtain and possess, an appropriate, valid California Commercial Driver's License (Class A) plus all required endorsements, within (90) days from the date of hire. Possession of minimum four (4) of the eight (8) specified Automotive Service Excellence (ASE) Certifications, with the ability to obtain the remaining certifications within a12-month probationary period. Alternatively, candidates may qualify if they possess at least three (3) of the seven (7) specified Dealership Certifications and obtain the remaining certifications within the same 12-month probationary period. Automotive Service Excellence (ASE) Certifications: •Engine Repair Certificate •Transmission Certificate •Drive Train Certificate •Suspension Certificate •Brakes Certificate •Electrical Certificate •Air Conditioning Certificate •Engine Performance Certificate. Dealership Certifications: •Brakes Certificate •Climate Controls Certificate •Electrical Systems Certificate •Electronic Systems Certificate (EV) •Engine Performance Certificate •Engine Repair Certificate •Steering/Suspension Certificate The incumbent must maintain all necessary and required certifications throughout the course of employment in this classification. Special Requirements: Ability to sit, stand, walk, crouch, stoop, squat, push, pull, crawl, twist, climb, and lift 50 lbs.; exposure to noise, chemicals, aryl mechanical hazards, and electrical hazards; ability to travel to different sites and locations.
Benefits
Holidays: The City observes fifteen (15) holidays per year. Vacation: Accrual of eight (8) hours of vacation per month of service for years one (1) through five (5) of employment (maximum of 300 hours accrual). Paid Leave: Eight (8) hours of sick leave per month of service (maximum of 340 hours accrual). Other leaves provided include bereavement (up to 5 days) and jury duty leave. Retirement: Retirement benefits shall be provided at 2% @ 60 PERS retirement formula for existing PERS members or 2% @ 62 for new hires entering the CalPERS system for the first time (pursuant to the City's contract with PERS and as required by law). The employee is responsible for the full member contribution. Health Benefits: The City shall pay the median amount of all medical insurance offered for medical insurance premiums (currently $2,519.53 per month) for the employee and two dependents. Dental/Vision: The City's dental plan pays up to two hundred ($200.00) dollars per month of the premium for either the Dental HMO or PPO. The City also provides vision-care reimbursement up to eight hundred fifty ($850.00) dollars. Life Insurance: The City provides a life-insurance policy of $50,000 to each full-time employee. Flexible Spending Account: The City provides a pre-tax Flexible Spending Account (FSA) for medical expenses and a pre-tax Flexible Spending Account (FSA) for dependent care expenses. Educational Incentive: An employee who holds a verified Master's degree from an Accredited University will be eligible to receive a seven (7%) percent incentive pay to their annual salary. Also, an employee who holds a Doctorate degree from an Accredited University will be eligible to receive a two (2%) percent educational incentive pay increase to their base salary hourly rate. The maximum cumulative educational incentive pay for Master's and Doctorate degrees shall not exceed nine (9%) percent. Bilingual Compensation: Bilingual compensation is available for oral and written translation for those employees whose duties include enforcement, public counter or reception responsibilities, as needed and on a case by case basis. Premium pay varies from ($125.00 — $150.00) per month. Educational Reimbursement: The Educational reimbursement program consists of full reimbursement up to the limit of three thousand ($3,000.00) dollars per fiscal year, per eligible employee. Specific courses, degree and certificate programs require pre-authorization by the City Manager's Office.
