Contract Compliance Specialist

Pay Range $26.38 - $34.30/hr. Job Posting Closing on Thursday, June 11, 2026. Workdays & Hours Monday – Friday 8 am – 5 pm; Some evening/weekend work required. Contract Compliance Specialist This full‑time position in the Environmental Services Department involves administering and contracting goods and services for city and funded grant programs, ensuring compliance with contract or grant fund specifications and city policies, and performing a variety of administrative and technical tasks in support of procurement and accounts payable. Minimum Qualifications Bachelor’s degree in public administration, business administration, accounting, finance, or a related field. Valid Texas Class “C” driver’s license. Preferred Qualifications Proficient with Microsoft Office Suite, including Word, Excel, PowerPoint, and familiarity with SharePoint and/or Smartsheet. Experience with PeopleSoft or another software-based procurement and/or financial system. Exceptional customer service skills. Excellent interpersonal skills. Knowledge of federal, state, or local rules, regulations and guidelines relating to grant fund contract management. Responsibilities Review, analyze, examine, and monitor financial records of sub‑grantees and city departments that have received funds from federally or city‑funded grant programs; verify appropriations and funds availability within the city’s accounting and reporting system. Review revenue, expenditure and balances for all grant‑fund accounts or service contracts; analyze expenditures to ensure transactions are accurate and appropriate; examine purchase requests; maintain, review and monitor financial records and requests for payments; participate in annual closeout and transfer of funds in compliance with regulations. Implement, analyze and maintain cost‑effective procurement options. Research procurement options for products and services; monitor purchase orders; recommend additional procurement methods. Assist in the development of general‑fund or grant‑fund budgets; participate in the development/coordination of grant applications. Monitor assigned grant‑fund programs and grant applications or service contracts for compliance; audit programs upon completion; prepare performance reports of completed programs. Monitor contractor/vendor compliance with contract specifications and work with contractors/vendors to achieve compliance. Conduct site visits to audit sub‑grantee or contractor compliance with contract requirements; analyze operations; present findings; report discrepancies; recommend corrective action. Draft and review departmental Mayor & Council Communications and informal reports; coordinate and prepare a variety of city, state, and federal financial reports on funds; ensure all documents are filed promptly. Assist in preparing requests for proposals for city contracted services; attend pre‑bid conferences; evaluate proposals; prepare contracts with service providers and vendors; approve contract payments; monitor contractor performance and compliance with contract specifications. Provide information and assistance to local businesses and the general public on contract or grant‑fund program rules, regulations, policies and procedures. Perform other related duties as required. Adhere to assigned work schedule and attendance policies and ensure all behaviors comply with City personnel rules and regulations.
