Executive Director, Legal Services

Seasoned legal executive and strategic advisor with extensive experience leading legal functions that support health care operations teams in complex healthcare environments, including health systems and other provider organizations. Proven track record of leading teams of lawyers and non‑lawyers and developing and executing enterprise‑wide legal strategies. Adept at partnering with executive leadership, clinical leaders, and care delivery teams to align legal guidance with business objectives while effectively managing risk across dynamic and highly regulated healthcare settings. Primary location: Phoenix, Arizona. Department: Legal Services – Corporate. Work shift: Day. Job category: Legal. Position Summary This position is responsible for providing leadership in the development, implementation, and oversight of standards, systems, policies, and procedures for the delivery of legal services for assigned areas of responsibility, in alignment and in furtherance of system strategic goals and ongoing operations, ensuring a collaborative, open, and inclusive work environment that is focused on quality of outcomes and superior client service orientation. The role serves as an advisor to the organization’s senior management on matters related to the assigned areas of responsibility. Core Functions Provides leadership in development, implementation, and oversight of system‑wide/regional standards, programs, and/or systems for the delivery of legal services for assigned areas of responsibility. Directs, supervises, and evaluates the work of legal department staff, including attorneys, and holds them accountable for performance and productivity targets. Builds and supports effective collegial relationships within the Legal Department and with internal and external stakeholders. Oversees the development, implementation, and consistent application of effective organizational policies and practices. Monitors legal developments in healthcare or the general corporate environment to identify emerging risks. Provides oversight of development, performance, and quality of contract management and review operations of the legal department. Participates in the evaluation, selection, and oversight of outside counsel, and provides direct oversight of outside counsel and coordination with internal parties for major litigation and transactional matters. Performs direct legal services in areas of assigned responsibility, including representation of Banner in negotiations and document preparation. Utilizes strong negotiation skills with internal and external customers, including leadership, staff, regulatory agencies, and partners. Minimum Qualifications J.D. from an American Bar Association accredited school; admission to a state bar (post‑employment requirement for State Bar of Arizona). At least twelve years of experience in the practice of law, including progressive managerial responsibilities. Strong legal skills with first‑chair responsibility for significant matters. Broad general knowledge of substantive legal areas relevant to a large integrated healthcare organization (corporate governance, labor & employment, general contracting, antitrust, IP, joint ventures, IT & IT security, litigation, regulatory environment). Knowledge of budgeting and forecasting methodologies. Proficient at engaging management‑level staff and stakeholders to build working relationships and achieve strategic goals. Leadership style featuring systems thinking, innovation, critical thinking, analytical abilities, business acumen, collaboration, and effective public speaking. Preferred Qualifications Specialized knowledge of insurance and health law, including Stark, fraud & abuse, HIPAA, medical staff relationships, managed care contracting, provider networks, and value‑based care. Specialized knowledge of Medicare and Medicaid. Transactional experience with mergers and acquisitions, joint ventures, and long‑term contractual relationships. Management responsibility for in‑house law department operations, law firm (or department) operations, or both. Additional related education and/or experience preferred.
