Proposal Objective This contract will support the U.S. Department of State’s Office of the Coordinator of U.S. Assistance to Europe, Eurasia, and Central Asia (EUR/ACE) with Monitoring, Evaluation, and Learning (MEL) support services to strengthen oversight and enable evidence-based decision-making for foreign assistance programs. Covering cross-cutting sectors of EUR/ACE programming, this contract is expected to provide comprehensive MEL services, including project design support, developing and supporting outcome indicators, performance monitoring and third-party monitoring, and planning and implementing independent external evaluations. Services are expected to cover Central Asia, Central Europe, Eastern Europe, Eurasia, and Türkiye, the Balkans. The anticipated period of performance is Fiscal Year 2026 – 2030. Position Description SI is seeking a full-time Field Team Leader, contingent upon award . The Field Team Leader will: Lead and manage the overall Contract. Supervise and lead the team, responsible for overall implementation, results, and management. Develop and oversee contract work plans, budgets, and reports based on expected contract outputs and results using an adaptive management approach. Support security plans and policies. Supervise and manage all work of local and international project staff (including employees and consultants). Ensure quality control and the overall responsiveness of MEL technical assistance provided under the contract, including necessary adjustments to operations to fit the requirements of EUR/ACE. Provide overall responsibility for all deliverables, inclusive of data collection, monitoring, assessments, report generation, learning and dissemination activities, and related tasks. Identify issues and risks related to contract management in a timely manner and manage the activity’s financial resources in accordance with the budget as well as Department of State policies and regulations. Serve as the main point of contact between Social Impact, Department of State, partner government officials, and related partners. Oversee the project’s financial and contractual resources in accordance with the budget as well as Deparment of State and U.S. Embassy ACOORD policies and regulations. Oversee the preparation and presentation of all reports. Willingness and ability to travel to different activity sites across Central Asia, Central Europe, Eastern Europe, Eurasia, and Türkiye, the Balkans. Qualifications Master’s Degree in MEL, international development, or related field. Prior experience in conflict settings required. 15+ years in strategic planning, project design, MEL, and project management. Ability to liaise with multiple government stakeholders and high-level diplomats. Exceptional organizational and communications skills. Proven managerial/leadership skills on large teams on complex projects, etc. Regional experience, preferred. Ability to work in a politically sensitive or conflict environment; ability and willingness to travel to multiple areas/hardship zones. U.S. Citizenship required. SECRET Clearance required.
