Job Summary
The DEI Programs Project Manager will partner with the Assistant General Manager of Diversity Equity & Inclusion to execute, modernize, and evolve the Diversity, Equity & Inclusion (DEI) programs portfolio for the entire agency. The DEI Programs Project Manager will excel in project management and execution of major cross-agency initiatives leveraging a collaborative framework with major hubs of expertise in the Office of Diversity & Civil Rights, Human Resources, Administration, Procurement, Operations, and the Office of the General Manager. The DEI Programs Project manager will diligently engage on and coordinate a variety of efforts with multi-stakeholder input and collaborations with a number of colleagues who serve as subject matter experts.Duties & Responsibilities
- Develop project management roadmaps for various components of the DEI portfolio, which is a blend of longstanding and newly launched programs (and some in the planning phase).
- Engage on DEI program development, implementation and innovation with various executives, leaders, managers, supervisors, and staff from across the agency.
- Create project plans for programs with layers of accountability, collaboration, and input from various stakeholders.
- Steward programs project plans and execution with continuous feedback loops on the user experience of the various programs.
- Leverage the expertise of the AGM DEI, ODCR, HR and other leading partners in order to formulate multi-stakeholder project plans for a variety of programs.
- Clearly articulate what success looks like for various programs and offer current state updates on the trajectory of the programs as well as identify key opportunities and methodologies to expedite rollout, reach and impact.
- Advise, set and calibrate benchmarks for success for the programs in the DEI portfolio.
- Recommend ways to enrich, integrate, evolve and modernize the programmatic portfolio.
- Leverage and be informed by best practices in project management as well as DEI from across the government and private sectors to upgrade the DEI programs of the agency.
- Own responsibility for stewarding projects and programs through implementation while leveraging expertise from multiple stakeholders, experts and decision-makers from across the agency.
- Produce and maintain analytics, reports and data that display progress status on DEI projects with goal of elevating summaries to executives.
- As needed, assist and support the Employees Resource Groups, DEI Executives Council and the DEI Employees Advisory Council
- Develop dashboards that communicate complex data and programs components in an easy to digest manner and work with multiple stakeholders to maintain and evolve dashboards.
- Work with departments to implement and track DEI tools and programs to track progress and impact, including identifying best practices and roadblocks to remove.
- Serve as a consultant on necessary policies, practices and rules that can be adjusted to champion DEI across the MBTA.
- Perform related duties and projects assigned.
Minimum Requirements & Qualifications
- Bachelor's degree from an accredited institution in Public Administration, Business Administration, Finance, Planning, Engineering, or related field
- Five (5) years of relevant progressively responsible experience in project management or project coordination.
- One (1) year of supervisory, managerial, and/or leadership experience
- Experience in DEI related efforts, programs, or initiatives
- Demonstrated ability to work with a range of stakeholders from senior executive team to managers and supervisors to staff.
- Highly organized with strong analytical and multi-tasking skills.
- Ability to learn quickly, take direction, and work independently.
- Have excellent customer service skills, and the ability to provide internal and external customers with a courteous and professional experience.
- Develop and implement DEI educational programs to foster inclusive workplace culture and awareness.
- Demonstrated ability to think strategically and work in a team environment.
- Demonstrated ability to work effectively with a diverse workforce.
- Experience handling confidential communications and relationships with senior leadership.
- Demonstrated experience and results in participating in or catalyzing organizational change.
- Ability to learn quickly, take direction, and work independently and to use creative, collaborative, and consultative approaches to resolve issues.
- Highly organized with a demonstrated ability to manage time, resources, and people across multiple complex and concurrent projects.
- Excellent communication, analytical, and presentation skills with ability to obtain buy-in with key stakeholders at all levels of the organization and influence their decision-making.
- Strong analytical and problem-solving skills; ability to understand, interpret, and present data.
- Have excellent customer service skills, and the ability to provide internal and external customers with a courteous and professional experience.
- Proficient in MS Word, Excel, and PowerPoint or related software.
- Demonstrated ability to think strategically and work in a team environment.
Substitutions Include
- A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor's degree requirement.
- An associate's degree from an accredited institution an additional three (3) years of directly related experience substitutes for the bachelor's degree requirement.
- A master's degree in a related subject substitute for two (2) years of general experience.
- A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience
- Project Management certification.
- Proficient in MS Word, Excel, and PowerPoint.
- Experience in a public agency or within the transportation industry.
- Experience in performance management, business process reengineering, metric development, strategy implementation, data visualization, statistical analysis, and/or lean strategy.
Job Conditions:
- Ability to effectively read, comprehend, communicate, and respond to instructions, orders, signs, notices, inquiries, etc. in English
- Ability to commute to assigned work locations in the Boston, MA metro area, as required by the role.
- Ability to provide internal and external customers with courteous and professional experiences
- Ability to work effectively independently and as part of a team (or supervise, if required)
- Ability to uphold the rights and interests of the MBTA while building and maintaining effective relationships with employees and co-workers

- Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service
