Job Summary:

KBR is seeking a Program Analyst to join our team. This position supports the NAVAIR PMA-231 Advanced Hawkeye Command and Control platform office. The successful candidate will team with other professionals in support of program execution. This position is not eligible for remote work; on-site support is required.

Role and Responsibilities:

• Provide comprehensive program, acquisition support, and financial support to the IPT Lead, ensuring alignment acquisition policies and lifecycle management processes.
• Interfaces with IPT personnel to obtain inputs for staffing, travel, material, and fees; develops detailed time phasing of spend plan requirements; assists with presentations to present spend plans to PMA Level I/Level Il leads, lead Business Financial Manager (BFM)/Deputy BFM, and NAVAIR/NAWCAD BFMs. Assists the PMA-231 BFMs with obtaining and tracking classified invoice information from prime contractors and taking action to facilitate timely invoice processing/payment. Interface between PMA and NSMA BFMs regarding classified purchase requisitions and assist with gathering the information required to execute funding.
• Performs Common Spend Plan Tool (CSPT) resource requirements data entry/management for Advanced Programs and ensuring validation/approval with BFMs/PMA management; participates in CSPT reviews; assists in annual spend plan creation, planning/tracking, and participation in financial status meetings; coordinates with PMA Program Managers to obtain cost estimates; and interfacing with IPT Leads to obtain funding in accordance with the annual spend plan.
• Assist with acquisition planning and documentation activities, including the development, review, and execution of Statements of Work (SOWs), Contract Data Requirements Lists (CDRLs), and Acquisition Strategies/Plans, as required to support program objectives.
• Monitor program cost, schedule, and performance metrics; identify risks and support development of mitigation strategies within the framework of program risk management processes.
• Document, track, and manage program action items, ensuring proper assignment, prioritization, and timely resolution across stakeholders.
• Develop and deliver clear concise program briefs, reports, and decision support materials for leadership, acquisition reviews, and milestone events.

Basic Qualifications:

• Bachelors Degree in engineering, science, business administration, or equivalent experience. 2 years' experience in technical program planning and implementation, contract interpretation, budget development, and administration of government projects. Equivalent experience may be substituted for education as follows: 10 years of relevant experience in lieu of a bachelor's degree, or an associate degree with 8 years of experience.
• Understanding of defense acquisition, program execution, and stakeholder coordination.
• Experience supporting a NAVIAIR Program Office.
• Experience with ERP and CSPT.
• Demonstrated ability to independently identify issues, develop recommendations, and communicate effectively with senior Government leadership.
• Must possess a strong knowledge of Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook E-Mail), and the ability to review/revise written documents and communicate effectively.
• Must be a U.S. Citizen. A current Secret Clearance with a Single Scope Background Investigation (SSBI) completed within the last 6 years is required and candidate must be eligible for a TS/SCI. A current Top Secret Clearance is preferred.

Work Location: On-site support required.
Compensation: $83,930.00 - $125,840.00.

The salary range posted is for Washington, DC. The offered rate will be based on contract affordability, the selected candidate's knowledge, skills, abilities, and/or experience, and in consideration of internal parity.
