Medi-Cal Analyst

Analyst II – Health Care Services Salary Range: $6,031.00 – $7,547.00 per month. New state candidates hired at minimum classification or alternate rate as applicable. Role Summary Supports the administration of Medi‑Cal and Children’s Health Insurance Program (CHIP) and other Medi‑Cal programs by analyzing legislation, developing policy, coordinating with counties and eligibility systems, and producing written and oral communications on program improvements. Key Responsibilities Analyze state and federal legislation, regulations, and policies related to health care and social services. Coordinate with counties, eligibility systems, and external stakeholders on Medi‑Cal and CHIP enrollment and eligibility issues. Prepare fact sheets, issue papers, budget and legislative concept papers, bill analyses, and feedback on barriers to eligibility and enrollment. Oversee coordination of programs such as Children’s Presumptive Eligibility Program (CPE), Foster Care (FC), Former Foster Youth (FFY), Kinship Guardianship Assistance Payment Program (Kin‑GAP), Aid to Adoption Assistance Program (AAP), Hospital Presumptive Eligibility (HPE), Disability PE4PP, Pregnancy and Children‑based programs, and CHIP. Conduct in‑depth analysis of assigned subject areas and collaborate to address systemic barriers to eligibility across Medi‑Cal populations. Desirable Qualifications Experience analyzing complex state and federal legislation, regulations, and policies in health care and public benefits. Knowledge of Medi‑Cal and CHIP eligibility rules, enrollment processes, and program administration. Strong communication skills for producing clear policy documents, legislative analyses, and guidance. Collaborative experience with internal teams, counties, advocacy groups, legal staff, and federal partners. Ability to interpret and apply laws, regulations, court orders, and legal decisions through forms, notices, and monitoring. Project management skills to handle multiple priorities and ensure timely implementation. Experience in contract management, drafting scopes of work, monitoring deliverables, and ensuring compliance.
