Facilities Specialist Reports To: Facilities Manager FLSA Status: Non-Exempt Job Type: Full time, In Office Salary: Starting $21.24/hour - 35 hours per week First Responder/Essential Employee Status: This position is not defined as first responder according to the Federal Labor Standards Act and the intentions of the Louisiana Revised Statutes 33:9103 and 33:9124. This position is designated as Essential Personnel and will be required to report for duty during major events and/or declared emergencies of any size. Failure to report could result in immediate dismissal. Job Purpose/Summary of Position Under the direction of the Facilities Manager, the Facilities Specialist is responsible for maintaining the physical aspects of the agency’s building, with key responsibilities to include routine maintenance, identifying issues of concern, providing solutions, troubleshooting appliances and building systems, conducting basic repairs, handling preventative maintenance tasks, and ensuring the integrity of interior and exterior premises. This position ensures that OPCD’s campus maintains a safe, clean, and well‑maintained environment for its employees and their activities. Position Responsibilities Responsible for maintenance of building and grounds, including all janitorial duties, removal of trash and litter, painting, cleaning and maintenance of restrooms, and minor physical repairs. Reports needs of janitorial supplies for the campus and contributes to assisting with the physical maintenance of the property. Responsible for exterior lawn maintenance including plants, bushes, and trees. Monitors preventative maintenance on the water well, sewerage treatment plant, diesel generators, heating venting air‑conditioning (HVAC) computerized system, vehicle barrier system, vehicle gates, video camera systems, and exterior lighting. Monitors electric and water meters and utility property including electrical service panels, water valves, hydrants, pipes, and city sewerage. Coordinates movements of vehicles arriving on campus and delivery of items to the loading dock. Responsible for the maintenance of facility tools, machines, including lawnmowers and supplies. Maintains cleanliness and order of storage/bunking rooms and loading dock receiving room. Interacts with various internal and external vendors or customers to refer/resolve problems associated with assigned work activities; seek customer feedback to prevent reoccurrence of issue in the future. Performs administrative and record‑keeping functions including but not limited to keys, electronic access, equipment, and supplies. Maintains awareness and make use of continuous quality improvement tools. Performs other duties as required. Basic Qualifications High school diploma or GED. Valid Louisiana driver's license (or the ability to obtain one within the required timeframe) and an acceptable driving record. Ability to operate agency vehicles and equipment safely. Preferred Qualifications Two (2) years of facility maintenance, building maintenance, construction, mechanical, or related experience. Trade certification or license in HVAC, plumbing, electrical, carpentry, or another skilled trade. Experience with computerized building management systems (BMS) or computerized maintenance management systems (CMMS). Basic computer proficiency, including Microsoft Office applications, email, and internet research. Physical Requirements Frequently stand and walk for extended periods throughout the workday. Frequently bend, stoop, kneel, crouch, crawl, and reach overhead while performing maintenance and repair tasks. Frequently lift, carry, push, and pull materials, tools, equipment, and supplies weighing up to 50 pounds independently and heavier items with assistance or appropriate equipment. Climb and work from ladders, step stools, scaffolding, or elevated work platforms while adhering to all safety procedures. Use hand tools, power tools, and maintenance equipment safely and effectively. Possess sufficient manual dexterity to operate tools, equipment, machinery, and computer systems. Work both indoors and outdoors in varying weather conditions, including exposure to heat, cold, humidity, rain, and other environmental conditions. Tolerate exposure to dust, dirt, noise, odors, cleaning chemicals, and other conditions commonly associated with facility maintenance. Safely operate agency vehicles, lawn equipment, and other maintenance equipment. Possess visual acuity to inspect buildings, equipment, gauges, controls, and work areas, and identify maintenance or safety concerns. Possess hearing and communication abilities sufficient to receive instructions, respond to alarms, and communicate effectively with employees, contractors, vendors, and emergency personnel. Ability to respond to facility emergencies and work occasional evenings, weekends, holidays, or on‑call assignments as operational needs require. Shift This position is designed for seven (7) hour shifts, giving a scheduled unpaid lunch break, working Sunday through Thursday from 4:00pm to 12:00am. The incumbent must be able to work all shifts. There may be expectations for nights or weekends as circumstances and operations require. Time of shift may be re‑assigned at any time based upon the agency's need. Reporting to work during major events and/or declared disasters is expected. This position is required to be primary employment. Conflicts created by secondary employment or a failure to disclose other employment may result in termination.
