Human Services Supervisor - Master’s Degree

The Position

This is a continuous filing exam. Next filing cut-offs are at 5:00 pm on: 3/27/2026, 4/10/2026, 5/8/2026, 6/5/2026 (Final) Under direction, the Human Services Supervisor - Master's Degree supervises, assigns, reviews, and coordinates the work of staff responsible, or indirectly through program planning, administration and evaluation; ensures work quality and adherence to established policies and procedures; and performs the more technical and complex tasks relative to the assigned area of responsibility.

• Effective personnel principles and practices of supervision, discipline, leadership, mentoring, and training, coaching and employee counseling

• Applicable federal, state, and local laws, codes, regulations, and procedures governing the operation of public social services agencies in a variety of relevant program areas
• Operational characteristics, services, and activities of assigned programs and functions
• Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, databases, and other specialized applications related to area of assignment
• English usage, spelling, grammar, and punctuation
• Interviewing techniques, including assessment and crisis intervention methods
• Rules and regulations governing eligibility and grant maintenance programs administered by the County
• The role of a public social service agency in the treatment plan
• Available community resources
• Casework practice and case management
• Principles of human behavior including people under physical, psychological and social stress
• Principles of diversity, equity, inclusion, and justice within community and human services programs
• Types of financial, medical and social supports and services available to the community.
• The sources of information necessary to determine and verify the eligibility of applicants for, or recipients of, federal, state, and/or local aid
• Principles of time management and project management
• Principles and techniques of program planning and evaluation
• Assessment, case management and treatment modalities for children, families, and individuals living within diverse social, psychological, physical and economic circumstances.
• The functions and interrelationships of the various agencies comprising the criminal justice and court systems.

Ability to:

• Interview, select, supervise, train, and evaluate staff
• Plan, coordinate, assign, and review the work of subordinate staff
• Investigate and resolve disciplinary issues
• Work independently, prioritize work, coordinate activities and meet critical deadlines
• Establish and maintain cooperative, effective working relationships with customers, co-workers, other agencies and the general public
• Communicate clearly and concisely, both verbally and in writing
• Interpret and apply applicable federal, state, and local laws, codes, and regulations
• Apply customer service skills, including the identification of customer needs and follow up to ensure customer commitments have been met, to include the mediation and resolution of complaints
• Collect and compile a variety of data and information
• Provide consultative services in complex situations
• Evaluate the quality and quantity of individual and unit performance
• Review case specific problems and evaluate the effectiveness of efforts in solving them
• Coordinate and oversee the delivery of social and community services
• Analyze situations accurately and adopt an effective course of action
• Recognize problems which call for the use of public and private community resources
• Research, analyze, interpret and make recommendations on the implementation of policies, procedures, regulations and work flow
• Develop clear and comprehensive procedures and forms necessary to implement changes

Employment Qualifications

Minimum Qualifications: One (1) year of full-time, paid experience performing social services delivery activities such as assessing client needs, determining appropriate actions and establishing case plans, monitoring client progress, maintaining case records, or making referrals to other resources, agencies, or services. AND A Master's Degree or higher from an accredited college or university in social work, behavioral science, sociology, psychology, social psychology, counseling, education counseling, gerontology, marriage and family therapy, nursing, vocational rehabilitation, criminal justice, public administration or other field closely related to the intent of the class.

Note: If the word "experience" is referenced in the minimum qualifications, it means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable. Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements.

This examination will evaluate the relevance, level, recency, progression and quality of candidate's education, training and experience. The score from the Formula Rate Examination will determine the ranking on the eligible/employment list for this job.
