IT Manager

Job Purpose Under minimal direction, the IT Manager oversees and administers the daily operations and activities of corporate and enterprise Information Technology (IT) operation work groups, including strategic planning, project coordination, budgeting, vendor management, disaster recovery, and staff leadership. Responsibilities Plan, organize, schedule, and coordinate work supporting large‑scale corporate and enterprise‑level information systems. Provide advanced technical leadership on integrating complex existing or new information‑system technologies. Monitor and evaluate staff performance, ensuring compliance with City of Austin personnel, security, and department procedures. Prepare and manage operating budgets, review expenditures, and coordinate program/project budgets and resource forecasts. Coordinate complex projects with other City departments, project teams, and agencies using industry best practices. Research commercial products, technology solutions, and participate in vendor contract development and management. Prepare, review, and approve documentation for procurement of IT systems and oversee departmental IT purchases. Develop and prepare management and productivity reports, studies, and analyses. Develop training programs, guides, and train staff on work procedures and operating instructions. Ensure disaster recovery plans are in place for critical systems. Improve operations, decrease turnaround times, and streamline work processes to provide quality customer service. Supervisory Responsibilities Responsible for selection, training, evaluation, counseling, and recommendation for dismissal; oversee workload planning and prioritization for multiple service areas; and provide leadership to cross‑functional teams, contractors, and managed service partners. Knowledge, Skills, and Abilities Knowledge of management and supervisory principles and practices. Knowledge of current IT systems, data systems technology, security, operations, and practices. Knowledge of budget processes, project and resource management. Skill in organizing and assigning work effectively and efficiently. Skill in conducting hardware and software evaluations, performing selection, and acquisition functions. Skill in analyzing and solving complex problems for the enterprise department. Ability to develop, implement, and administer a budget; prepare budget requests and monitor expenditures. Ability to read and interpret standard accounting and financial reports. Ability to conduct research, interpret findings, compile data, and prepare narrative and statistical correspondence, reports, and presentations. Ability to train, assign, and direct work activities. Ability to understand complex program structures and their impact on enterprise departments and the City. Ability to handle and resolve conflict and uncertain situations. Ability to communicate clearly, both verbally and in writing, and to represent management and present program information. Ability to maintain effective professional relationships. Minimum Qualifications Graduation with a Bachelor’s degree in Information or Computer Science, or a comparable field, and at least 3 years of related experience, including 2 years of leadership or supervisory experience. Up to four (4) years of experience can substitute for education. Preferred Qualifications Experience managing Microsoft365 enterprise services (Teams, SharePoint, Exchange Online). Experience managing endpoint configuration, compliance, and software lifecycle using Intune, SCCM/MECM or similar. Experience supporting or managing VDI environments (e.g., VMware Horizon). Experience coordinating work across contractors, vendors, and managed service providers. Experience in a 24/7 support model and supporting mission‑critical services. Experience in regulated industries such as electric or public utilities, NERC compliance. Experience using ITIL‑based processes for incident, request, and change management. Work Environment and Conditions Work Location: Austin Energy Headquarters, 4815 Mueller Blvd., Austin, Texas. Schedule: Monday‑Friday, 8:00a.m.‑5:00p.m. (Flexible 40hr week; telework possible after training). Salary: $104,300.00‑$134,000.00 annually, depending on qualifications and experience. Travel: May be required to multiple locations. Critical Employee: Designation as critical; required to work at designated site or alternate location as needed. Background Investigation required.
