Overview Reports to: Director - Bilingual Programs and Supports PC#: 24212, 24213 Pay Grade: 303 FLSA Status: Exempt This is a grant-funded position and is contingent on availability of funds. Position Purpose The Coordinator of Emergent Bilingual Programs and Supports is responsible for supporting the implementation, monitoring, and compliance of bilingual education programs and services for Emergent Bilingual (EB) students across assigned campuses. This role ensures that campus-level systems for student identification, placement, and program services are executed accurately and in alignment with all federal, state, and district requirements and expectations, including maintaining implementation fidelity of Dual Language programs. In close collaboration with campus leadership, the Student Placement Center, and Curriculum & Instruction departments including Assessment, Analytics, Reporting, and Accountability, Core Content, and Specialized Learning the Coordinator supports consistent program implementation and monitoring across campuses. The role provides training and guidance on LPAC processes, program requirements, and certification expectations, while working directly with campus leaders to ensure program fidelity, compliance with federal, state, and district requirements and expectations, and access to grade-level content for Emergent Bilingual students. Essential Job Functions Supports the implementation and compliance of bilingual education programs and services for Emergent Bilingual (EB) students across PK12 campuses, ensuring alignment with all federal, state, and district requirements and expectations. Monitors processes for student identification, placement, and service provision for Emergent Bilingual students, ensuring accuracy, timeliness, and compliance in coordination with the Student Placement Center. Supports family engagement and wraparound efforts for Emergent Bilingual students and families, including communication and outreach to promote understanding of program services and support student retention. Supports and monitors LPAC systems across campuses, including training, documentation, and compliance, ensuring accurate student identification, placement decisions, parent communication, and adherence to required procedures. Supports and monitors the implementation fidelity of bilingual education program models, including Dual Language programs, ensuring consistency with district expectations across campuses. Supports program monitoring, reporting, and evaluation of Emergent Bilingual programs in collaboration with Assessment, Analytics, Reporting, and Accountability, ensuring data accuracy and alignment with district expectations. Provides training and ongoing support to campus staff on bilingual program requirements, LPAC processes, and implementation expectations. Supports teachers on the annual Bilingual and ESL Waiver in collaboration with Talent Management, monitoring progress towards certification attainment and providing guidance as needed. Collaborates with Curriculum & Instruction departments including Core Content and Specialized Learning to support access to grade-level content and appropriate language supports for Emergent Bilingual students. Works in collaboration with School Leadership regions to conduct campus reviews of program implementation, identify gaps, and support consistent implementation, program fidelity, and compliance with all federal, state, and district requirements and expectations, under the direction of the Director. Supports translation and interpretation services to ensure equitable access to information and services for families. Demonstrates flexibility in scheduling and availability, including extended or adjusted work hours during peak compliance periods, monitoring cycles, and critical deadlines, to ensure timely and accurate execution of responsibilities. Safety Performs preventive maintenance on tools and equipment and ensures equipment is in safe operating condition. Follows established safety procedures and techniques to perform job duties including lifting and climbing; operates tools and equipment according to established safety procedures. Corrects unsafe conditions in the work area and promptly reports any conditions that are not immediately correctable to the supervisor. Supervisory Responsibilities None. Knowledge, Skills And Abilities Knowledge of federal, state, and district requirements related to bilingual education programs, including student identification, placement, services, reclassification, and monitoring. Knowledge of LPAC processes, documentation requirements, and compliance expectations to ensure accurate decision-making and adherence to all required procedures. Knowledge of bilingual education program models, including Dual Language, and expectations for implementation fidelity across PK12 settings. Knowledge of language development across listening, speaking, reading, and writing, and how these support access to grade-level content. Knowledge of assessment and language proficiency systems used to support Emergent Bilingual students, including processes related to placement and progress monitoring. Skill in building and sustaining a high-performance culture focused on consistent program implementation and improved student outcomes at scale. Skill in performance management, including the ability to use data to assess effectiveness, identify gaps, and take action to improve staff and program outcomes. Skill in monitoring program implementation across multiple campuses to ensure consistency, compliance, and alignment with district expectations. Skill in designing and delivering professional learning for campus staff, including training related to program requirements, compliance processes, and certification expectations. Skill in collaborating effectively across departments, including Student Placement Center, Curriculum & Instruction, School Leadership, and/or Talent Management, to ensure coordinated systems of support. Skill in organizing, analyzing, and using program data to support monitoring, reporting, and continuous improvement efforts. Skill in communication, both oral and written, to effectively convey program requirements, expectations, and updates to a variety of stakeholders, including campus staff and families. Ability to interpret and apply complex policies, procedures, and regulatory guidance to ensure compliance with federal, state, and district requirements. Ability to manage multiple priorities and timelines, particularly during high-volume compliance and reporting periods, while maintaining accuracy and attention to detail. Ability to build and maintain effective working relationships with campus and district staff to support consistent program implementation. Ability to monitor and support educator certification progress and collaborate with Talent Management to strengthen staffing pipelines and reduce reliance on waivers. Ability to ensure equitable access to programs and services for Emergent Bilingual students and families, including oversight of translation and interpretation supports. Ability to handle confidential student information with a high level of discretion and professionalism. Travel Requirements Travels to school district buildings and professional meetings as required. Physical and Mental Demands, Work Hazards Tools/Equipment Used: Standard office equipment, including computer and peripherals. Posture: Prolonged sitting; occasional bending/stooping, pushing/pulling, and twisting. Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching. Lifting: Occasional light lifting and carrying (less than 15 pounds). Environment: Works in an office setting; may require occasional irregular and/or prolonged hours. Attendance: Regular and punctual attendance at the worksite is required for this position. Mental Demands: Maintains emotional control under stress; works with frequent interruptions. Education Minimum Required Qualifications Bachelor's degree from an accredited college or university required. Master's degree in Education or a related field preferred. Certification/License Valid Texas Teaching Certification preferred. Valid Texas Bilingual certification preferred. Experience Minimum of 3 years of experience in education, including classroom, campus, or district-level roles, with significant experience supporting Emergent Bilingual students. Minimum of 2 years of experience teaching in a bilingual program required. Demonstrated, verifiable track record within the past five years of accelerating outcomes for Emergent Bilingual students at scale through effective classroom practice and/or support of campus- or district-level initiatives, required. Demonstrated experience supporting the implementation of bilingual education programs. Experience using data to monitor program effectiveness and support instructional decision-making for Emergent Bilingual students preferred. Experience providing training, coaching, or support to campus staff on program implementation or compliance expectations preferred.
