JOB SUMMARY
The Project Manager drives successful project execution from initiation to closure, ensuring strategic alignment with organizational goals, fostering a collaborative team environment, championing continuous improvement of project management practices, and effectively managing vendor relationships. This role emphasizes proactive risk management, meticulous scope and resource control, transparent communication, and a data‑driven approach to measuring benefits realization.JOB SPECIFICATIONS AND CORE COMPETENCIES
Scope and Change Management Define and document project scope aligned with strategic objectives. Ensure scope control through rigorous change management processes to minimize scope creep. Conduct regular reviews with stakeholders to validate and adjust project deliverables as needed. Schedule and Time Management Develop and maintain detailed project schedules, work breakdown structures (WBS), and task dependencies. Proactively track and manage project progress, adjusting timelines as required to mitigate risks and meet objectives. Utilize project management tools to monitor and report on schedule performance. Cost and Resource Management Develop comprehensive project budgets, track actual expenditures, and manage variances. Optimize resource allocation, ensuring alignment with project needs and priorities. Engage in vendor negotiations and oversight to maintain fiscal discipline and quality assurance. Risk and Issue Management Identify, assess, and document potential risks and issues using a structured risk management framework. Develop, implement, and monitor risk mitigation and contingency plans. Escalate significant risks and issues to senior leadership with actionable recommendations. Quality Management Establish and maintain quality standards to ensure deliverables meet organizational and stakeholder expectations. Implement and monitor project‑specific testing plans for hardware, software, and integration components. Conduct quality assurance reviews and facilitate lessons learned sessions post‑project. Strategic Alignment and Benefits Realization Benefits Identification and Tracking: collaborate with stakeholders to define measurable project benefits aligned with organizational goals, develop metrics to track benefits realization, and review and report on benefits realization during project evaluation phases. Stakeholder Management: engage with stakeholders across all levels of the organization, facilitate steering committee meetings, executive updates, and stakeholder workshops, and manage competing interests to build consensus. Project Evaluation and Review: conduct mid‑project reviews and final evaluations, perform post‑implementation reviews to assess performance against success criteria, and investigate problems using research tools and interviewing. Leadership, Communication, and Teamwork Team Building: provide leadership to cross‑functional project teams, foster collaboration and a shared sense of purpose, and provide timely, actionable, constructive feedback. Communication and Reporting: deliver tailored communication to diverse audiences, prepare and present comprehensive project status reports, and lead project‑related communications in high‑stakes environments. Knowledge Sharing and Collaboration: promote knowledge sharing and collaboration among teams, maintain comprehensive project documentation, and act as a liaison between project teams and other organizational units. Mission and Relationships Build strong relationships, ensuring projects align with organizational mission and values. Represent CHC IS in external and multidisciplinary collaborations, driving joint initiatives with healthcare institutions. Customer‑Centric Approach Enhance efficiencies, cost‑effectiveness, and quality of care in project execution. Actively engage with stakeholders to identify needs and provide solutions that prioritize member satisfaction. Uphold the highest ethical standards and promote accountability within project teams. Actively participate in community events and initiatives that align with CHC’s not‑for‑profit mission. Organizational Governance and Process Improvement Governance Adherence: implement CHC’s project governance structure, establish project‑specific governance frameworks, and support the adoption of governance standards by non‑centralized project teams. Process Optimization: implement CHC’s project management methodology, standards and best practices, creatively formulate solution options for complicated project level problems. Education/Specialized Training/Licensure: Bachelor’s Degree required. Work Experience (Years and Area): 5 years’ experience in project management with at least 1 of the 5 years with IT and/or healthcare or health insurance experience. Management Experience (Years and Area): N/A Software Proficiencies: Microsoft Office (Word, Excel, Outlook) Other: Experience using formal project management methodologies such as Waterfall and/or Agile. Experience with PMBOK standards and guidelines. Proven experience in project management deployments; on‑time and within budget. Leadership, team building, written and verbal communication, analytical and organizational skills. Ability to work independently with minimum supervision. Ability to handle multiple projects simultaneously while adhering to a stringent timeline.
