Program Analyst

Summary The Program Analyst provides analysis, monitoring, and administrative guidance within the Medical Service at the VA medical center in Charleston, SC. Responsibilities The major duties and responsibilities include but are not limited to: Responsible for data collection, validation, interpretation, analysis, and reporting; Researches, interprets, and analyzes health care policies, directives, regulations, etc.; Determines the impact on Medicine Service operations, functions, funding, staffing levels, and resources; Extracts data using a variety of software packages and sources, and applies analytical techniques to develop recommendations for process improvement; Applies expertise and knowledge of health care delivery systems to monitor, evaluate, and improve quality of patient care and experience; Assists in identifying end-user educational requirements and training needs; Enforces adherence to applicable regulations and instructions regarding access to and release of computerized files, Personal Health Information (PHI), and Personally Identifiable Information (PII); and Performs other related duties as required. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/10/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position, you must have served 52 weeks at the GS-7 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
