Program Manager
The selected candidate will be offered a salary of $100,904.00. The Administration for Children's Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community. The Division of Family Permanency Services (FPS) ensures that high-quality services are provided to children in foster care by supporting provider agency staff with technical assistance and other services for children in foster care. FPS staff offer guidance to provider agencies on child welfare policies and procedures to improve service delivery and achieve safety, permanency, and well-being for children in foster care. ACS' Office of Youth Success Services (OYSS) supports training, technical assistance, and capacity building for education, employment, and college access programs. The office works with ACS staff and contracted providers and staff to ensure that children and youth receive the education, career and college readiness, employment, and supportive services they need. This position is focused in particular on supporting and advancing the employment and career readiness components of the OYSS portfolio to help ACS-involved youth prepare for and succeed in employment and careers.
Under the direct supervision of the Assistant Deputy Commissioner for the Office of Employment and Workforce Development (OEWD), with some latitude for independent judgement and initiative to create strategic partnerships, the Program Manager is responsible for ensuring that a trauma-informed, person-centered, and strength-based approach is prioritized in our youth development programming. Under the supervision of the Assistant Commissioner, manage a portfolio of contracted programs and initiatives in the Office of Employment and Workforce Development (OEWD). The Program Manager will be responsible for but not limited to the following:
- Oversee a team of program coordinators, responsible for program recruitment, coordination and support
- Collect and analyze data related to portfolio programs, including through the administration of client and staff satisfaction surveys.
- Develop performance benchmarks, scorecards, site visit checklists, and related tools. Regularly monitor and evaluate provider performance by reviewing data against performance benchmarks, as well as by conducting site visits and reviewing program materials. Make recommendations and develop reports by sharing findings.
- Develop performance improvement plans for, and provide technical assistance to, providers as needed.
- Draft policies, procedures, newsletters, and other guidance/communications concerning programs.
- Serve as a liaison to and answer questions from providers, as well as other ACS units and city agency partners.
- Develop agendas, coordinate speakers for, and otherwise plan and manage provider meetings and other events (such as job fairs, webinars, training, etc.).
- Review invoices from providers and authorize payment based on adherence to OEWD, ACS, and city contract standards.
- Facilitate contract procurement and renewal processes as needed, including development of bids/RFPs; review and selection of proposals; development and approval of budgets; and filing of necessary paperwork with Finance and Procurement Offices.
- Coordinate ACS' summer youth employment programs.
- Perform research on, and be aware of latest trends in, employment, workforce development, vocational training, and related programs for youth, especially those in foster care.
- Support the development and implementation of new programs.
- On an individual basis as needed, work to connect ACS-involved youth with workforce development, employment, and related support and services.
- Represent OEWD on various steering and planning committees, as well as conferences and other events.
- Perform related duties, as well as administrative coordination, as assigned.
Minimum Qualifications
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health. To be appointed to Assignment Level II and above, candidates must have:
- 1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
- 2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
- 3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
NOTE: Probationary Period Appointments to this position are subject to a minimum probationary period of one year.
Preferred Skills
Experience in program evaluation, program management, contract management, and/or performance monitoring. Some experience in data collection, analysis, and management. Some familiarity with child welfare, education, and/or employment programs and policies. Advanced degree, preferably in the fields of public policy/administration, social work, business administration, or data analytics.

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
