ABOUT THE COMPANY:
Alaska LNG consists of an 807-mile 42-inch pipeline to deliver natural gas from Alaska’s North Slope to meet Alaska’s domestic needs and produce 20 MTPA of LNG for export.
JOB SUMMARY:
The HSE Director provides leadership, oversight, and technical expertise to ensure safe execution of Natural Gas (NG) pipeline construction activities in remote Alaska environments. This role is responsible for leading, developing and implementing the Health, Safety, and Environmental (HSE) Program, company HSE standards and specific requirements during the NG pipeline construction for the Alaska LNG project.
The position plays a key role in preventing Serious Injuries & Fatalities (SIFs), managing contractor safety, and implementing Arctic safety controls across pipeline construction activities such as: Surveying, right-of-way (ROW) clearing, access road construction, geotechnical investigations, environmental controls, HDD site preparation, and contractor mobilization. The Construction HSE Manager shall ensure HSE regulatory compliance, proactive hazard and risk management, and the establishment of a strong safety culture from project inception.
The HSE Director reports to the AK Pipeline Project Director and is part of the Project Director’s core team.
KEY RESPONSIBILITIES / ESSENTIAL FUNCTIONS:
- HSE Leadership and Culture
- Recruit and manage team of safety professionals.
- Act and serve as the primary HSE leader and authority for all early works activities and construction phases.
- Promote and drive a proactive safety culture through visible field presence, continuous supervision, and engagement.
- Participating in Safety steering committee as required supporting Alaska LNG executives.
- Provide coaching and guidance to construction leadership, supervisors, and contractor HSE teams.
- Create and lead HSE training for administrative offices and field settings.
- Exercise stop-work authority when unsafe conditions or behaviors are observed at the field.
2. Planning and Risk Management
- Ensure development and implementation of project and site-specific HSE Plans, risk assessments and specific Job Hazard Analyses (JHAs) for pipeline construction tasks.
- Identify hazards associated with construction and early works activities and ensure effective Arctic-specific controls are in place (i.e. cold stress, fatigue management, wildlife management, ice road safety, etc.).
- Participate in early work in planning and construction meetings to integrate HSE requirements as required.
3. Field Oversight and Regulatory Compliance
- Conduct routine field inspections and audits of early works, construction and contractor operations.
- Ensure compliance with OSHA regulations, company policies, permits, and project specifications.
- Oversee safe execution of ROW clearing, surveying, access roads, environmental controls, and HDD site preparation.
- Monitor high-risk activities including HDD activities, Trenching/ditch excavation, Welding, coating, lowering-in Heavy equipment operations, Lifting and rigging, Hydrostatic testing, etc.
- Monitor subcontractor safety performance and enforce corrective actions.
- Provide on-the-spot job site training to superintendents, subcontractors, and associates as needed.
4. Incident Management
- Ensure timely reporting and escalation of incidents, near misses, SIF potential, and environmental events according to Alaska LNG HSE reporting policies.
- Lead or support incident reporting, investigations, and root cause analysis (RCA)
- Track corrective actions to completion and communicate lessons learned.
5. Contractor Management and Training
- Coordinate site HSE orientations for employees, contractors, and visitors.
- Verify required safety training, certifications, and qualifications of contractors.
- Support contractor prequalification and onboarding from an HSE perspective.
- Conduct Contractor’s field audits, behavioral observations, and compliance inspections
6. Environmental Compliance and Stakeholder Coordination
- Coordinate with Environmental Inspectors to ensure compliance with environmental permits, reporting and controls.
- Support safe interaction with landowners, land agents, and third parties.
- Oversee compliance with Alaska environmental requirements (i.e. Spill Prevention & controls, wildlife interactions, waste management and waterbody crossings).
7. Reporting, Documentation, and Performance Metrics
- HSE materials preparation for Alaska LNG and Safety steering committees.
- Maintain accurate safety records, inspection reports, and training documentation.
- Prepare safety reports and metrics for project and corporate leadership.
REQUIRED QUALIFICATIONS
EDUCATION:
- Bachelor’s degree from an accredited four-year college or university preferred.
- Degree in Occupational Safety, Construction Management, or related field (preferred).
EXPERIENCE:
- 15-25 years of safety experience in pipeline, heavy civil, or energy infrastructure projects
- 5+ years in HSE leadership roles on major capital construction projects employing more than 1000 craft labor.
- Strong knowledge of OSHA, environmental regulations and contractor safety management.
- Experience working in Alaska is preferred.
- Work for one of the major oil and gas companies or major EPC firms is preferred.
