Position Summary The Financial Analyst- Budgetsupports the Finance Department with responsibilities related to budgeting, financial reporting, and analysis. This position plays a key role in compiling, evaluating, and presenting financial data toassistin decision-making, operational efficiency, and long-term planning efforts across theDistrict. Job Responsibilities Assistin the preparation, tracking, and review of annual operating and capital budgets. Update andmaintainthe capital improvement program funding reports. Coordinatemonthly budget correspondence with Member Cities and Customers. Analyze financial data and prepare reports on revenue, expenses, and budget performance. Support the development and maintenance ofthe long-range Strategic Financial Plans (SFP) Perform reconciliations and prepare variance analyses for departmental and District-wide budgets. Contribute to the development of cost allocation models by gathering data and preparing documentation. Prepare budget-to-actual reports and other financial summaries for internal and external stakeholders. Maintainaccurateand organized financial recordsin accordance withthe Records Management Program. Participate in financial modeling efforts to evaluate operational and capital planning scenarios. Collaborate with other departments to ensure accuracy and consistency of financial information. Provide support for special projects and other finance-related initiatives as assigned. Job Requirements Education & Experience Bachelor’s degree in accounting, finance, business administration, or a related field preferred. Relevant work experience in financial analysis or budgeting may substitute for a degree. Minimum of three (3) years of experience in finance (preferably in public finance). Knowledge, Skills & Abilities Solid understanding of basic budgeting, financial analysis, and reporting practices. Strong analytical and problem-solving skills, with attention to detail and data integrity. Proficient in Microsoft Excel and other Microsoft Office applications; experience with financial systems is a plus. Ability to communicate effectively with both technical and non-technical audiences. Highly organized with the ability to manage multiple projects and meet deadlines. Environmental and Physical Working Conditions Driving a District vehicle for business may be required. Employees required to drive as part of their job duties are responsible for maintaining a current, valid, and vehicle - appropriate driver' s license of their resident state. Minimal physicalexertionmay require lifting items up to 20 pounds.Frequent use of hands and fingers for financial data entry, reporting, and analysis.Primary work is performed in an office environment.Equipment used includescomputer, printer, scanner, calculator, copier, and telephone.
