D&A Case Management Supervisor

This is professional work of a supervisory nature directing the provision of a full range of case management services in the drug and alcohol field. This position is responsible for oversight and supervision of subordinate drug and alcohol case management specialists in their efforts to ensure that clients with alcohol and other drug problems have access to a full range of case management services including screening, assessment and case coordination by identifying, referring and authorizing appropriate services. This position oversees the assessment of clients’ needs, the determination of level of care and comprehensive case coordination service plans. Supervisory responsibility is carried out in accordance with established regulations, policies and procedures with expectation of the position to exercise initiative and independent judgment in the supervision and direction of subordinate case management specialists and/or case management specialist trainees. Employees carry out the supervision of subordinates under the overall direction of the agency assistant administrator. This position shall carry out assignments to completion subject to review of the agency assistant administrator on a routine basis through individual conferences and evaluation of results. Responsibilities Review related case management client case records, documents and information prepared by staff for adherence to agency policies and procedures. Develop and implement a training program for case management staff. Interpret rules, regulations, policies, standards, and objectives of the case management program to subordinates and others. Prepare reports, correspondence, and studies and keep necessary records. Conduct case management conferences and staff meetings. Serve as a liaison and provide outreach to appropriate groups and individuals. May monitor line item expenditures of subordinate staff. Supervise staff involved in the case management process. Approve leave, complete performance evaluations and recommend disciplinary action of subordinates. Review and approve the determination of funding arrangements and the authorization and recommendation of services for individuals who utilize YADAC funding with final approval by assistant administrator/administrator. Supervise and review client case coordination. Supervise the coordination and provision of access to available ancillary services. Supervise the monitoring of client treatment progress and the performance of utilization review activity. Oversee client continuity of treatment service, the efficient and effective utilization of available ancillary service resources, and the appropriate match of the ancillary service to the needs of the client. Oversee staff and treatment providers in order to assist the client to address non-treatment needs. Complete all required trainings and trainings related to position and adhere to staff training plan as developed. Oversee access to the continuity of care system available to the residents of the community at large. Oversee and participate as appropriate in the scheduled monitoring site visits of the contracted treatment providers. Maintain a broad knowledge base of the treatment facilities and human services agencies providing services. Oversee client access to available resources retention in treatment and promotion of available support services. Oversee the appropriate case management services as clients transition through and/or to the next level of care in the continuum of treatment services as well as when transitioning into and/or returning to the community. Understand and adhere to all state and federal drug & alcohol confidentiality laws and regulations. Participate in the County Drug and Alcohol planning process as appropriate. Attend various task forces, committees, and advisory groups as assigned. Offer community training and presentations as requested. Perform other related duties as assigned. Qualifications A Bachelor's Degree in Chemical Dependency, Sociology, Social Welfare, Psychology, Nursing or a related field; and three years direct service experience performing counseling or case management work in alcohol or other drug treatment setting; or a Bachelor's Degree which includes or is supplemented by successful completion of 18 college credits in sociology, social welfare, psychology, criminal justice or other related social sciences; and three years direct service experience performing counseling or case management work in alcohol or other drug treatment setting; or any equivalent combination of experience and training. Knowledge of social case work principles and methods. Knowledge of current social, economic and health problems and available resources. Knowledge of human service agencies providing services to alcohol and other drug clients. Knowledge of interviewing and assessment techniques. Knowledge of the agency treatment funding parameters set forth in the state and federal regulations and as indicated in the fully executed agency treatment contracts. Ability to plan, organize, and supervise the work of professional and paraprofessional staff. Ability to plan and organize work, prepare records and reports, set priorities in an effective and timely manner with minimal supervision. Ability to analyze, interpret, and evaluate case records and recommend sound course of action. Ability to orient subordinates in regard to rules, regulations, policies and procedures. Ability to establish and maintain effective working relationships with clients, families, agency staff, community service agencies and facilities and the general public. Ability to make clear and pertinent statements orally and in writing. Ability to work with persons who have physical, mental or emotional disabilities or who are economically disadvantaged or involved with the criminal justice system. Understand the addiction process and recovery process as it relates to the client, as well as how it relates to the clients family, friends, colleagues, employer, community-at-large, etc. Knowledge of the formal treatment services as well as the non-clinical community-based resources that support recovery, early identification, engagement and sustention of the recovery process for individuals and families. Mastery of all the Case Management Specialist essential duties and responsibilities. Mastery of the available recovery support services and how, through these services, clients, families, and communities can gain access to recovery-focused services and support that will increase successful treatment completion rates, promote early re-engagement for those who have relapsed, and provide pathways to recovery for individuals not in need of clinical treatment services.
