Program Summary KBR will support the U.S. Navy and Marine Corps at Naval Station Mayport and the Marine Corps Support Facility at Blount Island (MCSF-BI). Naval Station Mayport is located along the St. Johns River in Duval County, Florida. It covers 3,409 acres and is the third-largest naval surface fleet area in the U.S. Since it opened in 1942, it has become a key hub with a harbor for 34 ships and a runway for most Department of Defense aircraft. The Marine Corps Support Facility Blount Island (MCSF‑BI) covers 911 acres on the eastern side of Blount Island, plus an additional 333 acres nearby. This facility is vital for keeping Marine Air‑Ground Task Forces ready. MCSF‑BI has a deep‑water slipway and direct access to the Atlantic, allowing for rapid loading and unloading of the largest Maritime Prepositioning Force (MPF) ships, which deploy combat vehicles and supplies. Title HVAC Supervisor (Contingency Hire) Job Summary KBR is seeking an HVAC Supervisor with technical knowledge and experience in residential, commercial, and industrial HVAC, DDC (controls), steam boilers, oil combustion, plumbing, and the ability to supervise and provide technical guidance to qualified technicians and mechanics. The role involves operation, maintenance, installation, and repair of HVAC and plumbing systems, including troubleshooting and diagnostics. Roles And Responsibilities Provide technical guidance to technicians and mechanics for HVAC and plumbing operations, maintenance, installation, repair, troubleshooting, and diagnostics. Offer direct leadership and hands‑on guidance to maintenance personnel, acting as a technical expert for complex issues. Ensure all maintenance and repair activities comply with manufacturer specifications and NAVFAC and NAVSUP standards. Manage and track the collection, recapture, and recycling of ozone‑depleting refrigerants in accordance with federal, state, and local regulations. Maintain conditioned spaces at required temperature and air quality standards. Assign, schedule, and monitor work orders to ensure timely project completion. Provide training, mentorship, and performance evaluations for HVAC staff. Inspect HVAC systems and components for proper installation, maintenance, and operation. Diagnose and resolve complex mechanical, electrical, and control system issues. Review blueprints, specifications, and technical drawings to plan and verify installations. Ensure compliance with local and federal HVAC codes and safety regulations. Monitor job progress, material and equipment usage to maintain efficiency and cost control. Conduct quality inspections and verify that completed work meets company and client standards. Lead safety meetings and inspections to identify and mitigate hazards. Provide regular updates on project status, personnel performance, and operational challenges. Maintain accurate service logs, compliance records, and technician certifications. Basic Qualifications U.S. Citizen. High School Diploma. Technical knowledge and experience in residential, commercial, industrial HVAC, DDC (controls), steam boilers, oil combustion, and plumbing. Current and valid license (state or municipality) or Level III technician certification from a nationally recognized organization, or NATE certification (HVAC service & Oil hydronic). Senior Level Efficiency Analyst NATE certification. EPA certification section 608, type Universal. Level III technician certification requires completion of an apprentice‑level training program and a minimum of 4 years of progressive experience on multiple HVAC system types. Mandatory Florida certification: valid certificate or registration under Florida Statutes Chapter 489 Parts I, II and III for Class A Heating, Air Conditioning, Refrigeration (HAR), Plumbing, Mechanical, Unlimited Electrical, and Alarm Systems I. Valid HVAC technician license or certification in HVAC, mechanical engineering, or related field. Minimum 3–5 years of hands‑on experience in HVAC installation, maintenance, and repair. At least 1–2 years in a supervisory or lead technician role. Experience managing teams, scheduling work, and overseeing multiple projects. Ability to pass a pre‑employment background check and drug screen. Preferred Qualifications OSHA safety certification preferred. Experience troubleshooting and maintaining DDC systems from vendors such as Alerton/Hoffman, Johnson Controls, FX, GFX, Java Application Control Engines (JACE), and Niagara 4.
