This Test Asset Configuration Management (TACM) is in Naval Air Station (NAS) Point Mugu near Oxnard, CA. The successful candidate will support the Advanced Sensor Technologies Program Office (AST PO) and OPNAV SDC by providing Test Asset Configuration Management (TACM) for P‑8A aircraft.This role ensures test aircraft are configured, documented, and cleared to support safe, timely, and high‑quality T&E (test & evaluation) missions. The TACM serves as the focal point for managing test asset aircraft modifications, configuration baselines, and documentation. The TACM is tightly integrated with project planning, engineering, maintenance, and quality teams to maintain configuration control, administer Pink Sheet processes, coordinate flight clearances, and execute inspection authority and QA acceptance functions for aircraft modification efforts. The TACM maintains a complete and auditable historical record of modifications, flight clearances, and related documents in compliance with DoD record‑keeping requirements and provides quarterly audit reports to the Government. Roles & Responsibilities
- Project Integration & Planning Participate in scheduling, project planning, and ITT reviews to identify risks affecting aircraft maintenance and T&E schedules. Provide CM impact assessments to support planning and decision making.
- Pink Sheet Management & Compliance Support Pink Sheet management and ensure compliance with OPNAV SDC Instruction 13050.1 and applicable NAVAIR guidance.Track, route, and archive Pink Sheets; confirm alignment with engineering changes and flight clearance documentation.
- Configuration Control & Record‑Keeping Maintain accurate records of aircraft modifications, configurations, and related flight clearance documentation. Manage document repositories per DoD record‑keeping requirements. Provide quarterly configuration audit reports to the Government.
- Inspection Authority & Quality Assurance Perform inspection authority duties, verifying workmanship, conformity, and documentation for modifications.
- Support QA acceptance activities and record results. Notify the Government of issues impacting T&E missions and recommend corrective actions.
- Flight Clearance Coordination Coordinate with the Flight Clearance Releasing Authority to ensure installations conform to supporting engineering and airworthiness documentation. Ensure as‑flown configurations match approved clearances and test objectives.
- Training & Process Enablement Train OPNAV SDC Maintenance personnel on TACM processes, Pink Sheet procedures, and documentation best practices.
- Support updates and improvements to TACM work instructions, checklists, and templates.
- Top Secret/SSBI security clearance. Must have completed a Single Scope Background Investigation (SSBI) within the past six (6) years or currently enrolled in the Continuous Evaluation (CE) Program.
- BS/BA and 10 years of experience in military or commercial aircraft maintenance, modification, and/or configuration management is required.
- Hands‑on experience with aircraft modification work packages, change management, and quality/inspection processes.
- Demonstrated knowledge of configuration management principles (e.g., baselining, change control, status accounting, verification & audit).
- Experience maintaining DoD/Service aviation records and delivering configuration audits.
- Proficiency with technical data packages, drawings, and s‑built/as‑maintained documentation.
- Strong communication and coordination skills with engineering, maintenance, QA, and test teams.
Preferred Qualifications
- Experience with NAVAIR processes and documentation (e.g., flight clearances, airworthiness artifacts, NATOPS context).
- Prior TACM support or documented experience with Pink Sheet processes and OPNAV SDC environments.
- Direct experience on P‑8A or derivative Boeing 737 NG platforms.
- Certifications: CMII/CM2, ASQ CQI/CQA, DAU/Defense Acquisition credentials in CM/Quality/Test, A&P or equivalent military maintenance rating.
- Experience with Product Lifecycle Management (PLM), eLogbooks, Navy data systems, or document control tools.
- Prior Inspection Authority roles and QA acceptance facilitation on aircraft mods.
