About the Role

Culmen International is seeking a Sr Finance Manager.

Reporting to the Vice President, Global Security, with a strong functional relationship to the Chief Financial Officer and corporate finance organization, the Senior Manager, Finance will lead the division's project-finance activities and manage assigned program finance, billing, and project accounting personnel.

This hands-on position is responsible for the full project-finance lifecycle, including Deltek Costpoint project setup, billing, accounts receivable, accruals, financial reporting, bottom-up Estimates at Completion, forecasting, funding analysis, and contract closeout. The Senior Manager will work closely with program leadership, Accounting, Contracts, Pricing, Procurement, and other functional teams to ensure accurate financial execution, timely invoicing, reliable forecasts, and early resolution of performance issues.

This is a hybrid position that will primarily be performed remotely from the employee's home office. The employee must be available to work from Culmen's headquarters in Alexandria, Virginia, as needed, up to three days per week and potentially more frequently when collaboration, business needs, or workload require.

Candidates located in the Washington, D.C. metropolitan area are preferred. Culmen may consider qualified candidates outside the local area; however, non-local employees will be required to travel periodically to the Alexandria headquarters to support meetings, program reviews, and other business requirements.

What You'll Do in Your New Role

Serve as the principal financial advisor to the Vice President, Global Security, and the division leadership team.
• Lead financial management across the Global Security portfolio, including revenue, cost, margin, cash, backlog, funding, billing, collections, and financial risk.
• Develop, maintain, and challenge detailed bottom-up EACs and Estimates to Complete in collaboration with program managers and functional leaders.
• Ensure program forecasts reflect current staffing plans, labor utilization, procurements, subcontracts, travel, construction progress, mobilization requirements, schedules, and contract terms.
• Identify cost overruns, margin erosion, funding constraints, schedule impacts, and other financial risks early enough for management action.
• Prepare portfolio forecasts, dashboards, variance analyses, scenario models, and concise recommendations for division and executive leadership.
• Assist program leadership in preparing for and conducting monthly program management reviews, including financial analyses, forecasts, variance explanations, risks and opportunities, and corrective actions in support of division financial briefings.
• Lead the development and validation of monthly accruals for subcontractors, consultants, travel, procurement, freight, construction, and other program costs.
• Reconcile forecasts and operational estimates with Deltek Costpoint actuals and maintain appropriate support for EAC changes, accruals, and management judgments.
• Manage project setup in Deltek Costpoint for new contracts, task orders, modifications, and funding actions, ensuring accurate project structures, CLINs, contract types, billing and revenue formulas, funding, periods of performance, ceilings, indirect rates, and charge codes.
• Oversee the preparation, review, and timely submission of customer invoices,
• Manage billed and unbilled receivables, invoice rejections, short payments, aged accounts receivable, and collection forecasts.
• Monitor funding, obligations, commitments, expenditures, invoices, collections, by contract, task order, CLIN, and period of performance.
• Forecast domestic and international cash requirements, including mobilization, payroll, advance payments, subcontractors, taxes, travel, procurement.
• Incorporate foreign currency, inflation, VAT, customs, duties, statutory labor costs, local banking, and other country-specific requirements into program budgets and forecasts.
• Evaluate the financial implications of self-performance, subcontracting, employer-of-record arrangements, labor brokers, joint ventures, and local legal entities.
• Partner with leadership on workforce planning, hiring, vacancies, labor utilization, make-or-buy decisions, contract changes, and other operational matters.
• Support capture and proposal reviews by evaluating labor, escalation, indirect rates, fee, subcontractor costs, taxes, currency exposure, cash requirements, and execution risk.
• Transition awarded pricing models into executable program budgets, Costpoint structures, and financial baselines.
• Support program start-up, transition, contract modifications, extensions, de-obligation, final invoicing, and financial closeout.

Success will be measured by accurate and supportable EACs; timely identification of financial risks and opportunities; reliable revenue, margin, cash, and funding forecasts; accurate project setup; timely and compliant invoicing; reduced unbilled and aged receivables; disciplined accruals; and fewer surprises in division financial performance.

Required Qualifications

• Bachelor's degree in Finance, Accounting, Business Administration, Economics, or a related discipline.
• 10+ years of progressively responsible experience in program finance, project controls, project accounting, billing, cost management, or a related government-contracting finance role.
• Demonstrated experience supporting U.S. government contracts performed in international environments.
• Experience with international portfolios involving BOS, foreign assistance, training and capacity building, construction, logistics, procurement, or technical assistance.
• Strong working knowledge of Deltek Costpoint, including project setup, budgeting, actual costs, commitments, revenue, billing, accounts receivable, and EAC reporting.
• Demonstrated experience developing bottom-up EACs, program accruals, revenue and margin forecasts, and financial risk assessments.
• Experience managing contract billing, unbilled receivables, accounts receivable, invoice resolution, and collection forecasting.
• Working knowledge of CPFF, cost-reimbursable, T&M, FFP, IDIQ, and task-order contracts.
• Advanced Microsoft Excel skills, including financial modeling, scenario analysis, and data reconciliation.
• Experience leading or developing project-finance, billing, project-accounting, or financial-analysis personnel.
• Strong judgment and the ability to communicate complex financial matters clearly to senior leaders and non-financial stakeholders.
• Eligibility to obtain a U.S. government security clearance.

Desired Qualifications

• MBA, CPA, CMA, PMP, or another relevant professional credential.
• Experience supporting Department of State, Department of Justice, Department of Defense, USAID, or comparable international programs.
• Experience with international mobilization, foreign taxation, VAT, local-national employment, currency management, and overseas cash requirements.
• Experience with joint ventures, international entities, construction cost controls, Earned Value Management, proposal pricing, or program transition.
