We are looking for a Senior Business Analyst to support a TECKpert client (State of Florida transportation agency) in Tallahassee, FL.

Position Overview

The Senior Business Analyst will join a full lifecycle agile / hybrid development team supporting our client's Office of Information Technology, Application Services group. The consultant will work directly with subject matter experts, business offices, technical teams, and other stakeholders to translate strategic and operational needs into actionable business and technical requirements. The role emphasizes user needs assessment, documentation in accordance with departmental methodologies and standards, requirements gathering, process modeling, testing coordination, and support for modernization, remediation, migration, and sunset activities across the enterprise environment.

Key Responsibilities

• Research and analyze business processes and inter-relationships, documenting and diagramming business and system workflows, process dependencies, and cross-functional interactions.
• Collaborate with technical and functional teams to develop technical specifications, use cases, business rules, and analysis artifacts that translate business needs into actionable requirements.
• Plan, prepare, and support testing activities including regression, functional, data validation, system integration, load, and performance testing.
• Gather and document goals and objectives related to business strategy and translate them into clear, measurable requirements for application, infrastructure, and solution development efforts.
• Assist in business process redesign and documentation to support remediation, modernization, migration, and sunset activities.
• Assess technical problems and potential solution approaches; provide recommendations that support future state alignment, modernization goals, and integration of new and existing processes.
• Identify opportunities for process improvement; document current state workflows, perform gap analyses, design future state processes, and develop performance measures.
• Prepare business cases, feasibility studies, and executive-ready materials summarizing value, risk, alignment, feasibility, and modernization considerations for leadership review.

Required Skills and Experience

• Minimum 5 years of business process analysis and requirements documentation, including independent facilitation with executives and subject matter experts.
• Proficiency in process mapping and modeling with Microsoft Visio .
• Advanced proficiency in Microsoft Office Suite , particularly Word, Excel, and PowerPoint.
• Knowledge of data migration practices, testing and quality assurance tools and techniques, and change and release management.
• Experience translating business requirements into technical specifications.
• Experience using SharePoint and Microsoft Teams for collaboration and document management.
• Knowledge of the software development lifecycle (SDLC) and IT infrastructure and software development practices.
• Strong facilitation and stakeholder management skills; excellent verbal and written communication.

Preferred (Bonus)

• Exposure to Power BI .
• Experience with Azure DevOps for managing user requirements and backlogs.
• Knowledge of Florida Administrative Code Rules 60GG-1 through 60GG-5.
• Certifications: CSM, CSO, CBAP, PMI-PBA, PMI-ACP, PMP, or ITIL.
• PMBOK familiarity and knowledge of State of Florida IT standards, methodologies, and governance practices.

Minimum Education

• Bachelor's or Master's degree in Business Administration, Communication, Information Systems, or a related field.
• Equivalent work experience may substitute for the educational requirement.

Engagement Details

Duration: ASAP through June 30, 2027, with possible renewal.
Contract Hours: Approximately 1,400.
Work Location: Onsite Tallahassee, FL (Thomas Barry Building, 3185 S. Blairstone Road). Monday to Friday, business hours between 7:00 AM and 7:00 PM, with occasional remote work at hiring manager discretion. Nights and weekends possible with advance approval.

Interview Process

Selected candidates will participate in an onsite interview that includes a formal interview discussion and a timed work sample exercise . Candidates must acknowledge and accept the onsite requirement before an interview can be scheduled.

Compensation

This opportunity is for a full-time, contract position with possible extensions and pay commensurate with experience up to $55 per hour or $114,400 per year .
