Minimum Qualifications:
Computer proficiency to include Microsoft Office Word, Excel and Outlook.

Verifiable experience in Florida State Personnel System Human Resources Management.

Preferred Experience:

• State of Florida Human Resources experience related to Classification and Compensation

Requirements:
Employment in this position is contingent upon a satisfactory criminal history check (fingerprint-based) in accordance with Chapter 435, Florida Statutes and a pre-employment background check. 

Position Overview and Responsibilities:

This position performs independent and complex consultative work in collaboration with the SMA II assisting management in the coordination of personnel matters affecting division operations, policies, goals and objectives.

Coordinate, review and process division personnel actions including, but not limited to, new hires, special pay increases, terminations, promotions, reassignments and reclassifications. Assists in preparing all paperwork required for re-organizations that occur within the division; division's requests to advertise vacant positions and requests to hire through People First. Receive, review and process applications for employment and promotions within the division. Answers questions and provides assistance to Division personnel regarding personnel issues.

Create / change positions within the People First system to include establishing new positions, changing current positions as directed, changing organizational codes as ensuring supervisor / subordinate changes are up to date. Completes the required documentation for submission to the Agency’s Personnel Office for approval and processes the Personnel Action Form to start the dual employment.

Coordinate or perform special administrative projects and tasks related to personnel matters as assigned by supervisor and management. Conduct detailed research as required and prepare various administrative and statistical reports relating to personnel issues. Answer inquiries from division personnel and job applicants regarding personnel and other administrative matters. Keep updated on and interpret current policies, rules and directives which have a direct impact on administrative functions. Attend and participate in staff meetings, seminars, workshops, and similar activities relevant to assigned areas of responsibility.

Create and maintain the division’s organizational charts. Assist field managers in completion of personnel administrative related functions and serve as liaison between these managers and support staff in general headquarters and other departmental units. Draft correspondence concerning personnel issues for Section Heads, Deputy Directors, and Division Director.

Maintain the Division’s Law Enforcement Personnel System and Position Allocation Chart for the Division. Ensures information is accurate and up to date.

Provides direction and assistance to active military reservists when called to active duty. Processes necessary pay changes during deployment as well as submitting / approving employee’s time while on active duty.

Assist Supervisor in all aspects of Human Resource responsibilities pertaining to the Division of Law Enforcement.

Coordinate the processing and issuance of US Fish and Wildlife identification cards for all sworn personnel. Ensure that all personnel have current Division of Law Enforcement photo identification. Coordinate the issuance and tracking of law enforcement badges for all sworn personnel within the division.

Coordinate the law enforcement promotional process for Law Enforcement Investigator and Lieutenant with Division Managers and the Agency’s Personnel Office. Serve as contact person for any requests or questions concerning the promotional test or interview. Prepare a report indicating final results of the test and interview and provide same to Division personnel.

Knowledge, Skills and Abilities:

• Experience in researching, analyzing and interpreting Florida Statutes, Florida Administrative Code and federal law governing HR matters.
• Knowledge of Human Resources practices, policies, and procedures.
• Knowledge of People First
• Knowledge of Administrative Code 60L, Chapter 20.331, 110, 112, FL Statutes
• Knowledge in using Microsoft Office Word, Excel, Outlook
• Possess good customer service, telephone and clerical skills
• Ability to communicate effectively both orally and in writing.

• Ability and desire to work in an extremely fast-paced, team environment
• Ability to multi-task, prioritize and meet deadlines
