Overview

Employment in this role is conditional upon successful execution of the contract by the client.

The current period of performance is scheduled to end on June 30, 2027; however, the client retains the unilateral right to extend the contract beyond this date by exercising one or more option periods, subject to the terms, conditions, and funding provisions of the awarded contract  

The Work

The Business Analyst, Senior, will provide operational, analytical, and financial support, ensure optimal business performance and facilitate the successful stabilization and transition to state financial management systems. This role will conduct financial reconciliations, manage requirements gathering, perform process analysis, and document system changes and business workflows. This position involves working closely with stakeholders and project teams to ensure efficient financial operations and compliance with state requirements.

Responsibilities

Key Responsibilities

• Coordinate day-to-day accounting operations and promote readiness for system transitions.
• Provide implementation and operational support for financial accounting processes.
• Conduct trial balance monitoring and reconciliation between FLAIR and Florida PALM systems.
• Review batch uploads and support reconciliation and financial reporting activities.
• Maintain and update Due To/Due From workbooks, general ledgers, and division receivable analyses.
• Assist in revenue and receipt entries and support financial statement preparation.
• Research vendor invoice statements, process approvals, and analyze outstanding checks.
• Coordinate voucher processing and support audits for payment accuracy.
• Prepare daily operational and cash needs reports as well as Outstanding Warrant reports.
• Resolve issues related to deposits, maintain logs, and update Revenue Source Code (RSC) data.
• Support system enhancements such as the Cashier's Office Deposit Automation (CODA) system.
• Monitor mailboxes to ensure timely responses and resolutions.
• Conduct program audits and monitor compliance with guidelines.
• Assist in managing assigned projects and improving program operations.
• Organize meetings, manage agendas, and track assignments and completion statuses.
• Maintain accurate documentation, monitor training progress, and support team onboarding efforts.
• Prepare reconciliation, operational, workload, and status reports.
• Maintain logs to track and communicate progress on program milestones and tasks.
• Other duties as assigned.

Qualifications

• Minimum three (3) years of information technology experience.
• Bachelor's degree in Computer Science, Information Systems, Business Administration, or a related field. Equivalent professional experience may substitute for degree requirements.
• Minimum two (2) years of experience performing business analysis, requirements gathering, business process analysis, or systems analysis.
• Proven experience eliciting, documenting, validating, and managing business requirements.
• Demonstrated experience developing business, functional, or technical documentation.
• History of successfully contributing as a member of a project team supporting business or IT initiatives.
• Experience facilitating meetings, workshops, interviews, or discussions with business stakeholders.
• Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

Minimum Skills Required:

• Must possess problem-solving skills.
• Exceptional communication skills, both oral and written
• Ability to respond effectively to customers with a sense of urgency.
• Proficient in Microsoft and Adobe toolsets, including Excel, Word, PowerPoint, Acrobat, etc.
• Highly motivated with the ability to handle and manage multiple tasks at any one time.
• Ability to forge new relationships, individual and teaming in nature.
• Must be a Self-starter, that can work independently and as part of a team.

Preferred Qualifications:

• Experience working for the state or in government entities of similar scope and size.
• Knowledge of the Florida Accounting Information Resource (FLAIR) subsystem and the Florida PALM project.
• Strong understanding of finance and accounting concepts.
• Hands-on experience using SharePoint for collaboration and document management.
• Proficiency with tools such as Visio to document workflows and processes.
• Background in engaging with business teams to collect and clarify customer requirements.
• Expertise in documenting business processes, workflows, and business rules.
• Experience preparing various reports (status updates, meeting minutes, workload reports) and project-required documentation.
• Capable of working under general direction provided by senior-level management.
• Excellent organizational, interpersonal, and communication skills with proven documentation abilities.
• Demonstrated ability to independently manage tasks/assignments with end-to-end accountability effectively.
