Position Overview and Responsibilities:

The Florida Department of Environmental Protection’s Division of State Lands (DSL) serves as Florida’s lead agency for environmental management and stewardship and acts as staff to the Board of Trustees of the Internal Improvement Trust Fund of the State of Florida (Board of Trustees). DSL’s work goes far beyond land acquisition. DSL oversees more than 12 million acres of public land across Florida, including lakes, rivers, and islands. These lands provide opportunities for residents and visitors to explore, connect with and appreciate Florida’s one-of-a-kind natural landscapes. 

State-Owned Lands Inventory (SOLI) is responsible for:

• GIS mapping production services to the Governor and Cabinet for the Board of Trustees Land Document System, which functions as Florida’s title provider to the Board of Trustees. These parcels form the basis of the Florida State Owned Lands and Records Information System (FL-SOLARIS) Inventory.
• The development and operation of the legislatively mandated FL-SOLARIS. This system serves as the State’s repository of state-owned lands and facilities inventory data and has become a valuable resource for the effective management of over 20,000 facilities records of more than 21,000 facilities and over 53,000 land records of more than 71,000 state-owned land parcel records for state agencies, legislators, Cabinet offices, and the public.
• The development and management of the legislatively mandated enterprise systems such as the Land Management Plan module, Conservation Land Easement and Recreation, Submerged and Uplands Revenue Systems, the Acquisition Process Information System and the Board of Trustees Land Document System. State Owned Lands Inventory is challenged to keep all systems up and running while staying abreast of new technologies.

This position’s duties and responsibilities include:

• Communicating with, motivating, training, and evaluating employees; and planning and directing employees’ work, and has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. Responsible for time and attendance of subordinates.
• Conducting organizational studies and evaluations on office procedures providing technical assistance and developing procedures to assist DSL in operating more efficiently and effectively. Administers, interprets, and explains policies, rules and regulations. Negotiates contracts and agreements and prepares budget for funding and implementation of programs. Implement corrective action plans to solve problems.
• Attending required meetings. Presents information for the agency at meetings to promote services, exchange ideas, and accomplish objectives. Prepares production reports, quality assurance reports, and other reports as needed.
• Participating in activities to promote and expand services and provides technical assistance when conducting conferences, seminars, and workshops.
• Serving as Lead on Application Management Services program management, including planning and coordination of operational support and system monitoring, scheduled maintenance and update coordination, performance optimization and tuning, security patch scheduling, and continuity planning.
• Serving as clearinghouse for break/fix response and enhancement needs across bureaus to include intake, prioritization, assignment tracking with follow-through along with coordination of enhancements that support changing program needs.
• Coordinating across DSL bureaus and Division of Recreation and Parks programs, ensuring application priorities reflect business requirements.
• Coordinating with Office of Technology and Information Services on a required, recurring basis, including weekly and bi-weekly meetings to manage workloads, priorities, timelines, and service delivery expectations.
• Applying land survey and geographic information system methodologies to the maintenance and enhancement of spatial and tabular data in support of the FL_SOLARIS, Public Lands Inventory, and Modernization Cadastral Mapping Component of the Board of Trustees Land Data System .
• Serving as lead oversight for all DSL reporting through QLIK and other applications.
• Serving as lead operation oversight and coordination for critical systems and databases.
• Responsible for training/coordination of and approval of specialized training for all within DSL. As development and enhancements continue, comprehensive upgrade, training, identification, recommendation, and creation are a primary responsibility of this position. Ensures that all employees continue to have training opportunities for continued success and quality for DSL.
• Coordinating research of parcel related data and reconciliation of the FL_SOLARIS with Florida Department of Revenue tax parcel inventory records. Coordinates with DSL staff to communicate with county Property Appraisers to accomplish reconciliation of inventory records with tax parcels.
• Analyzing spatial and tabular data in department systems to generate reports for the purpose of answering complex questions and generating reports including an annual Surplus Lands Report and associated maps.
• Assisting with or coordinates training employees on the Board of Trustees Land Document System mapping system and FL_SOLARIS.
• Providing expert testimony when called upon.
• Performing other related duties.

Required Knowledge, Skills, and Abilities:

Knowledge of: The concepts, terminology, and principles of Qlik application development and software development of DSL applications.

Skill in: The use of personal computers, scanners, printers, and plotters; the use of Microsoft Office applications and the use of Qlik Sense; problem solving and task assignment through JIRA and SCRUM processes; communication of highly technical and complicated tabular information to both technical and non-technical personnel, both administration and line staff.

Ability to: Supervise employees, determine work priorities, assign work, and ensure proper completion of work assignments; identify and define user task needs; manage complex projects and provide documentation and reporting as needed; communicate effectively both verbally and in writing; collect, evaluate, and analyze data to develop alternative recommendations, make decisions and solve problems, document work and other activities relating to the improvement of operational and management practices; conduct fact-finding research; work independently; create, modify, and analyze Qlik applications; analyze and interpret data related to DSL software application; solve problems related to DSL software applications; perform technical office surveying tasks; communicate technical information verbally and in writing; plan, organize, and coordinate work assignments; establish and maintain effective working relationships with others; manage SCRUM and Electronic Document Management System as needed by the division to meet daily operational readiness.

• The incumbent of this position, in accordance with sections 110.1127, and 435.04, Florida Statutes and DEP Directive 422, Background Investigations, is required to successfully complete a background and fingerprint check.

$65,000 to $70,000; commensurate with education and experience.
