Contract Specialist Journeyman

LOCATION : Lackland, AFB TX

JOB STATUS: Full-time; salaried

CLEARANCE : TS/SCI required

Astrion has an exciting opportunity for a Journeyman Contract Specialist supporting the USAF Cryptologic and Cyber Systems Division, which is located at Lackland AFB, TX .

The Contract Specialist supports AFLCMC/HNC and contracting activities throughout the contract lifecycle. The specialist assists government contracting personnel with acquisition planning, solicitation development, proposal evaluation, contract award, administration, modification, and closeout.

This position requires knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), agency-specific acquisition guidance, and DoD procurement processes.

REQUIRED QUALIFICATIONS / SKILLS:

• Bachelor’s degree in a related field and at least three years of experience in the respective technical / professional discipline being performed, three of which must be in the DoD
• OR, seven years of directly related experience with proper certifications as described in the PWS labor category performance requirements, five of which must be in the DoD.
• Must be a US Citizen
• Must have and be able to maintain a TS/SCI Clearance

PREFERRED QUALIFICIATIONS / SKILLS :

• Support the development and execution of acquisition strategies and procurement plans.

• Review Performance Work Statements, Statements of Work, Statements of Objectives, and Contract Data Requirements Lists for completeness and consistency.
• Assist with selecting appropriate contract types, acquisition approaches, evaluation methodologies, and small-business strategies.
• Conduct market research and analyze industry capabilities, pricing, competition, and socioeconomic opportunities.
• Support proposal evaluations, including cost/price, technical, past-performance, and responsibility assessments.
• Perform cost and price analysis using historical data, market information, labor rates, indirect rates, and other relevant factors.
• Support negotiations by preparing objectives, documenting findings, and assisting with negotiation memoranda.
• Track contract funding, period of performance, deliverables, options, modifications, and administrative requirements.
• Coordinate with Contracting Officers, Contracting Officer’s Representatives, program managers, financial managers, legal counsel, engineers, logisticians, security personnel, and small-business representatives.
• Monitor contractor compliance with contract terms, funding limitations, reporting requirements, and delivery schedules.
• Support contract modifications, option exercises, incremental funding actions, stop-work actions, and other post-award requirements.
• Maintain accurate and audit-ready contract files in accordance with FAR, DFARS, agency policies, and records-management requirements.
• Assist with resolving invoicing, funding, performance, and contract-administration issues.
• Support contract closeout, including final payment, property disposition, patent and royalty documentation, and release-of-claims requirements.
• Use DoD acquisition and procurement systems such as PIEE, WAWF, EDA, SAM.gov, FPDS, eSRS, CPARS, and agency-specific contract-writing systems.
• Protect procurement-sensitive, proprietary, controlled unclassified, and classified information.
• Identify acquisition risks and recommend compliant, timely courses of action.
• Support internal reviews, contract file reviews, audits, data calls, and program-management reviews.
• Direct experience supporting the Department of the Air Force or another DoD component.
• Experience with professional-services, research and development, software, cybersecurity, information technology, engineering, logistics, or weapon-system contracts.
• Familiarity with cost-reimbursement, fixed-price, time-and-materials, labor-hour, indefinite- delivery/indefinite -quantity, and task-order contracts.
• Experience with source selections, competitive range determinations, discussions, and proposal evaluations.
• Familiarity with Other Transaction Agreements, Small Business Innovation Research programs, or rapid-acquisition pathways.
• DAWIA Contracting certification, Defense Acquisition Credential, FAC-C Professional certification, or comparable contracting education.
• Experience supporting classified DoD programs.
