Clinical Engineer

General Summary This position reports to the Manager of Capital Planning & Service Contract Management and supports medical equipment capital planning and service contract management. The role involves gathering benchmarking data on medical equipment estimated life, life cycle cost, and failure rates for specific devices or class of equipment, and providing data insights and reports on a 5‑year equipment replacement plan with projected capital replacement cost. The position also monitors existing service contracts, negotiates, prepares, and executes new vendor contracts for UMMS Clinical Engineering. The role works with Nursing leadership, Finance, and Supply Chain Departments to provide information on equipment replacement needs based on estimated useful life, service histories, and industry standards. Principal Responsibilities And Tasks Responsible for forecasting, programming, and planning of major and minor medical technology capital requirements for UMMS. Initiate and participate in meetings with executive management, clinical chiefs, physicians, department administrators, and other hospital staff to compile data for medical technology requirements, employing complex communication and fact‑finding techniques to maximize clinician input and asset utilization while minimizing time and monetary commitments. Develop and prioritize programmatic, multi‑year technology requirements plans based on clinical utilization, operational requirements, and data (e.g., estimated useful life, purchase and service costs, staffing needs, projected volumes, length and types of visits, maintenance, availability, reliability, etc.). In collaboration with other disciplines, develop detailed conceptual and feasibility studies for specific medical technology initiatives, including new and replacement equipment; provide project management support to determine viability, costs, benefits, and timelines. Plan in coordination with clinical leadership and all UMMS planning functions, including strategic, clinical, space, infrastructure/building systems, telecommunications, information technology, purchasing, finance, and other key decision‑making committees. Demonstrate advanced knowledge of service contracts, service level agreements, master service agreements, and other pricing agreements, reviewing contract/quote documents, database requirements, price verification, and service needs. Work with supervisors/ managers to meet all procurement contracting needs and with legal department for acceptable terms and conditions. Maintain appropriate service contract turn‑around times and assist in monitoring vendor/supplier performance and expectations. Assist in the preparation and submission of capital equipment and service contract requisitions with proper request forms, justifications, and pricing proposals. Review purchase orders, order placement, and verify product and service availability and delivery timelines with vendors. Develop and maintain current access to expert knowledge of evolving and emerging medical technologies and provide consultation to clinicians and leadership. Forecast and recommend emergent technologies for consideration by UMMS leadership, consistent with the institution’s mission, vision, and business objectives. Maintain professional growth and development through attending in‑service training, external seminars, and activities/events to stay abreast of developments in the field. Demonstrate knowledge of the organization’s Service and Regulatory Standards and incorporate them into the performance of duties, continuously improving Clinical Engineering’s compliance performance. Perform other duties as required. Education and Experience Bachelor’s degree in biomedical or clinical engineering, a related technical field, or a commensurate combination of education and experience is required. A Master’s of Science in Clinical Engineering and/or Business Administration is preferred. Three years of engineering experience required, including a minimum of one year of clinical engineering experience. Strong experience with Lawson Procurement Suite and Microsoft Office (Excel, PowerPoint, Visio, Access) preferred. Excellent data analysis skills; ability to work with Tableau, Wolfram Alpha, and advanced Excel (pivot tables, array functions, V‑lookups, index‑match). Experience working on CMMS and other databases. IV. Knowledge, Skills and Abilities Solid working knowledge of technology management, design, installation, and master planning. Solid working knowledge of program management, project scheduling, and project estimating. Solid working knowledge of medical equipment regulatory standards plus hospital design and building codes and regulations. Solid working knowledge of information technology for clinical applications, including data storage, redundancy, backups, and recovery. High level of judgment, discretion, and sensitivity to confidential business and clinical issues; ability to demonstrate professional credibility. Ability to develop conceptual designs and effectively negotiate contracts/services. Ability to perform life‑cycle analysis of complex equipment before and while in service; experience with service contract/in‑house maintenance assessments and asset utilization studies presented to executive management. Highly effective written and verbal communication and leadership skills; ability to draft technical specifications.
