Description

The Deputy Chief Information Officer is a forward-thinking IT leader with a proven track record of managing operational excellence within a complex higher education environment. Reporting to the CIO, this individual serves as the CIO’s primary operational partner in executing the college’s technology strategy. The DCIO is responsible for the synchronization of academic and administrative computing, instructional design, multimedia resources, and library services. With a deep commitment to customer service and quality, the DCIO ensures that the institution’s technological infrastructure—including outsourced ERP support, maintenance, and enterprise systems—effectively supports teaching, learning, and student success across all campuses and operations of the college.

Specific Duties and Responsibilities

• Departmental Oversight:Directly supervises the internal department heads for Multimedia Resources, Instructional Technology and Design, Technical Support Services, and Library support.

• Operational Execution:Translates strategic directions set by the CIO into actionable tactics, service standards, and project workflows for all internal IT departments. Reviews, monitors and reports on progress and suggests corrective action for projects that are not on schedule or on budget.

• Outsourced Service Coordination:Acts as the secondary institutional point of contact for the outsourced Enterprise Services team; monitors and manages SLAs for ERP support, maintenance, network, and server infrastructure.

• Academic Technology Synergy:Coordinates with instructional designers and library staff to ensure the Learning Management System (LMS) and digital collections are resilient and fully integrated with back-end enterprise systems.

• Internal Governance:Represents the IT division on campus-wide technology committees, user groups, and tactical workgroups to gather requirements and report on service delivery.

• Resource & Security Implementation:Oversees technology-related purchasing and hardware/software inventory lifecycles. Partners with internal teams and the fractional vCISO to enforce security protocols across all staff, hardware, and enterprise application environments.

The primary and most important overall responsibility of all employees is to provide service in a pleasant, helpful, and effective manner to our students and other members of the College community.

Minimum Qualifications

Education Required:

• Bachelor’s Degree in a related field isrequired. Master’s Degree in Information Technology, Computer Science, or Business Administration ispreferred.

• Candidates possessing an Associate Degree and a demonstrated history of significant, comparable management experience will be considered, provided they are currently enrolled in an accredited Bachelor’s degree program and maintain continuous progress toward completion.

Experience Required:

• 7–10 years of progressive IT leadership experience, specifically within a higher education or complex multi-campus environment.

• Proven record of managing multi-disciplinary teams and coordinating with outsourced technical partners (specifically regarding ERP maintenance and server infrastructure).

• Demonstrated experience in business process improvement and the implementation of productivity suites.

Skills/Abilities /Knowledge /Other Requirements

• Strategic Succession Readiness:Capacity to bridge the gap between technical operations and executive-level strategy as a prerequisite for future senior executive consideration.

• Vendor & Service Level Management: Proven skill in monitoring complex enterprise contracts and ensuring outsourced providers meet institution-specific uptime and maintenance requirements for ERP, network, and server infrastructure.

• Tactical Communication: Exceptional ability to translate complex technical constraints into clear, actionable options for faculty, students, and administrative staff.

• Higher Education Technology Proficiency: In-depth knowledge of Learning Management Systems (LMS), multimedia/AV standards, and pedagogical support structures in a higher education environment.

• Enterprise Applications Expertise: Working knowledge of the functional and technical requirements of higher education ERP systems and the ability to supervise their outsourced maintenance and support.

• Change Management:Skill in leading business process improvement initiatives, specifically involving enterprise forms and document management systems.

• Financial & Procurement Aptitude:Ability to develop and monitor operational budgets and draft technical specifications for RFPs/RFQs.

INSTITUTIONAL EFFECTIVENESS:

Collaborates with department members and/or the Compliance, Assessment and Research team to support planning, assessment, data collection and reporting for continuous improvement of the college.
