Acquisition Management Support III, PAPM IO Support

Overview Galapagos Federal Systems LLC is seeking an Acquisition Management Support III / Principal Assistant Program Manager (PAPM) – Information Operations (IO) Support professional to support the Program Manager Warfare (PMW) 120 office within NAVWAR Program Executive Office Command, Control, Communications, Computers and Intelligence (PEO C4I). This role offers the opportunity to work alongside a high‑performing team supporting mission‑critical U.S. Navy programs in Battle space Awareness and Information Operations. The ideal candidate will provide senior‑level acquisition and program management support, with a focus on PPBE and Program Analysis for IO capabilities, including program planning, resource alignment, and execution tracking across complex mission areas. Key Responsibilities Provide acquisition and program management support across the full life cycle, including planning, programming, budgeting, and execution (PPBE) activities Support PAPM functions for IO‑related programs, including requirements alignment, program planning, budget formulation, and execution tracking Assist in developing and maintaining acquisition documentation, including acquisition strategies, program plans, milestone documentation, and decision briefs Support development of cost estimates, budget exhibits (e.g., POM inputs, PB justification materials), and spend plans Coordinate with resource sponsors, comptrollers, and stakeholders to align funding with IO program priorities and operational requirements Track program performance across cost, schedule, and execution metrics, identifying risks and recommending mitigation strategies Support preparation of executive‑level briefings, reports, and data calls for PEO and stakeholder engagements Assist with contract planning and coordination with contracting personnel to support acquisition execution Ensure compliance with DoD acquisition policies, PPBE processes, cybersecurity requirements, and Navy/PEO digital guidance Maintain accurate program documentation and ensure audit readiness for acquisition and financial activities Requirements Skills and Experience Active TS/SCI clearance 7+ years of experience in DoD acquisition, program management, or PPBE/budget execution support Experience on DoD acquisitions spanning ACAT I/II to ACAT III/IV and AAPs, Projects, and Adaptive Acquisition Framework Pathways (including Software Acquisition Pathway, Middle Tier Acquisition Pathway, etc.) Strong understanding of the DoD acquisition life cycle and PPBE process Experience supporting PAPM functions, including program planning, budget formulation, and execution tracking Familiarity with Information Operations (IO), cyber operations, or information warfare mission areas Experience developing acquisition and financial documentation (e.g., POM inputs, budget exhibits, spend plans) Knowledge of appropriation categories (O&M, RDT&E, Procurement) and execution processes Ability to analyze program data, identify risks, and provide actionable recommendations Strong analytical, organizational, and problem‑solving skills Excellent written and verbal communication skills, including the ability to brief senior leadership Experience supporting PMO/PEO environments and coordinating across cross‑functional stakeholder groups Experience with tools such as MS Project, Excel, Flank SharePoint, Navy ERP, SPIDER, CARD, LCCE, APB, NAVWAR GWB, or similar tools Education and Certifications Required Bachelor’s degree in Business, Finance, Acquisition, Program Management, Information Systems, or a related field DAWIA Certification in Program Management, Financial Management, or Acquisition or equivalent Preferred Master’s degree Professional certifications such as PMP, Certified Defense Financial Manager (CDFM), or Lean Six Sigma Familiarity with PPBE training or Navy budget processes Benefits Medical, dental, vision, disability, and life insurance Flexible Spending Accounts 401(k) PTO Paid Parental Leave Tuition reimbursement Paid federal holidays Security Clearance Must be a U.S. Citizen. Salary USD $140,000.00 - USD $150,000.00 per year.
