Job Description Human Resources Representative II GE10 Salary: $60,000.00 Posting expires: 6/22/2026 General Description and Classification Standards: The Human Resources Representative II is a role within the Public Safety Human Resources Division supporting the Atlanta Fire Rescue Department (AFRD) of the Department of Human Resources. This position is responsible for providing hands-on human resources business partner support to AFRD leadership and employees, coordinating with HR Centers of Expertise (COEs) to provide solutions to client needs and assist in the implementation of HR initiatives, policies, and procedures. Under the direction of the HR Manager, carries out day-to-day HR functions and serves as a resource to supervisors and employees to ensure the effective discharge of their duties and responsibilities. Completes and manages HR administrative processes for the department, supports employee relations matters, workforce planning initiatives, leave administration, and personnel transactions. Serves as a resource to supervisors and staff and as a point of contact in the absence of the HR Manager. Supervision Received: Works under general supervision and follows standardized procedures and written instructions to accomplish assigned tasks.

The hybrid work schedule is subject to change at any time to five (5) days in-person work. - Provides support to the HR Manager by preparing reports, analyzing workforce data, identifying trends, and completing HR forms and documentation.
- Collaborates with departments on completing and verifying Request to Extend Offers (RTEOs), Authorization to Fill (ATFs), and Extra Help requests.
- Coordinates with Recruiting on candidate tracking, onboarding activities, candidate relationship management, and offer development for assigned client groups.
- Works with the HR Manager and HR Director to ensure the accurate and timely processing of personnel transactions, including promotions, transfers, salary adjustments, leave actions, retirements, and separations.
- Participates in interviews, recruitment activities, and special projects as assigned.
- Assists with workforce planning initiatives, position management, staffing actions, and organizational changes to support departmental operational readiness.
- Serves as a resource to managers and employees regarding City Code, workplace policies, HR procedures, and applicable federal and state employment laws.
- Leverages relationships with HR Centers of Expertise to provide guidance to managers and supervisors regarding employee relations matters, performance concerns, disciplinary actions, workplace issues, and grievances.
- Assists the HR Manager in providing coaching and guidance to leadership teams to support employee development, decision-making, problem-solving, accountability, and performance management.
- Coordinates and supports leave administration activities, including Family and Medical Leave Act (FMLA), Americans with Disabilities Act (ADA) accommodations, workers' compensation coordination, and retirement transactions.
- Assists with employee relations investigations by gathering information, maintaining documentation, coordinating meetings, and supporting fact-finding efforts under the direction of Labor and Employee Relations and/or HR leadership.
- Maintains confidential employee information and records in accordance with City policies and applicable laws.
- Supports public safety operational needs by providing HR consultation and customer service to sworn and civilian employees within AFRD.
- May perform other duties as assigned.
- Working knowledge of human resources functions including recruitment, compensation, classification, employee relations, benefits, leave administration, HRIS, organizational development, and performance management.
- Knowledge of public sector human resources practices, City Code provisions, personnel rules, and employment-related regulations.
- Knowledge of FMLA, ADA, FLSA, workers' compensation, and employee relations principles.
- Knowledge of HRIS systems, data management practices, and personnel transaction processing.
- Understanding of HR lifecycle processes including recruitment, onboarding, payroll coordination, leave administration, performance management, and separation processes.
- Ability to interpret and apply City policies, procedures, and employment regulations.
- Ability to analyze workforce data, identify trends, and recommend process improvements.
- Ability to exercise sound judgment and maintain confidentiality when handling sensitive personnel matters.
- Strong interpersonal, customer service, communication, facilitation, and conflict-resolution skills.
- Strong organizational skills with the ability to manage multiple priorities in a fast-paced environment.
- Proficiency in Microsoft Office Suite and HR information systems.
- Ability to build collaborative working relationships with managers, employees, HR partners, and external stakeholders.
- Associate degree in Human Resources, Business Administration, Public Administration, or a related field.
Additional years of experience may be substituted for education on an exceptional basis, with a minimum of seven (7) years of professional human resources experience. - Five (5) years of progressively responsible human resources experience in employee relations, recruitment, personnel administration, leave administration, or related HR functions.

- Bachelor's degree in human resources, Business Administration, Public Administration, or a related field.
- Experience supporting a public safety agency, including Fire, Police, Corrections, Emergency Communications, or similar operational environments.

- Experience with Oracle HCM or other enterprise HRIS systems.
- Experience in local government, municipal government, or other public-sector human resources environments.
- Professional HR certification (PHR, SPHR, SHRM-CP, or SHRM-SCP).
