ASSISTANT DEPUTY COMMISSIONER, HOME CARE SERVICES PROGRAM (HCSP)

The Home Care Services Program (HCSP) is a Medicaid funded program that provides long term care to medically fragile and vulnerable individuals who require assistance with activities of daily living through the Community Alternative Systems Agency (CASA), Managed Long Term Care (MLTC) Program, the Assisted Living Program (ALP), Care at Home Program, and Homebound Medicaid. The Homecare Executive Office is responsible for providing administrative and managerial oversight of the various programs within HCSP, collaborating with internal and external stakeholders to coordinate services, and serving as primary representative with New York State Department of Health (NYSDOH) on implementing regulations and guidelines that govern Medicaid and CASA activities for clients served by HRA/HCSP. Home Care Services Program (HCSP) is recruiting for one (1) Deputy Director Administration MAP M-IV, to function as an Assistant Deputy Commissioner, Home Care Services Program (HSCP) who will: Serve in an advisory capacity to the Deputy commissioner of HCSP. Provide guidance and vital program operations knowledge and data analysis to inform policy and decision-making made by the Deputy Commissioner. Responsible for administrative oversight of CASA Field Operations and direct the overall operations of the unit. Responsible for administrative oversight Of the Medical Review Team/Personal Care Services and direct the overall operations of the unit. Oversee the management of HCSP's procurement of home care services targeted to low- income persons who are disabled, aged, and blind who require personal care services, including but not limited to housekeeping, home attendants, emergency/exceptional home attendant services, and Consumer Directed Personal Assistance Program (CDPAP) services. Negotiate the terms and rates of contracts provided by nonprofit vendors. Oversee the management of HCSP's contract management activities for home care vendors, including compliance with Federal and State regulations and guidelines such as licensure and certification, billing, and health/safety requirements. Oversee the management of HCSP computers systems and technological development, including working with HCSP and DSS stakeholders to ensure appropriate resources are allocated to modernize program applications, mobile. and computer equipment. Develop strategies to enhance communications across all HCSP programs, sharing of systems information to improve service delivery for programs. Represent HCSP at external and internal meetings, events, and via written communication, including but not limited to liaising with senior DSS & HRA leadership, New York State Department of Health, and contracted vendors. Establish program standards, managerial goals, and performance/service indicators, including identifying areas of operational change. Oversee the creation, revision, and implementation of HCSP policies and procedures. Work closely with the HCSP Deputy Commissioner and Chief Special Services Officer to develop and implement short and long-term goals and strategies to support HCSP'S programmatic and administrative priorities. Hours/Schedule: Monday – Friday, 9am – 5pm

DEPUTY DIRECTOR OF ADMINISTRAT - 52486

Minimum Qualifications A baccalaureate degree and four (4) years of full-time executive experience, involving the direction of large numbers of employees, and having responsibility for the formulation and execution of programs and policy in a public or major social welfare agency or in a large hospital or a hospital system or a large public health program; or Education and/or experience equivalent to "1" above. However, all candidates must have at least one (1) year of the specialized experience described in "1" above. A master's degree in a social work, public health, hospital administration or other appropriate field will be accepted as equivalent to two (2) years of experience. Preferred Skills Demonstrated experience overseeing a large social service program, unit, or department. - Knowledge of Medicaid and home care services in New York City. - Demonstrated ability to communicate and collaborate effectively with internal and external stakeholders. - Demonstrated ability to lead and provide strategy and direction to staff. - Strong time management, communication, and writing skills. - Strong organizational and analytical skills with demonstrated ability to prioritize and exercise independent judgement to address complex problems. - Detailed oriented, proactive, and innovative.
