Manager, Main Operations Center (MOC) The Manager, Main Operations Center (MOC) reports to the Senior Director, C3 (Communication, Command, Coordination) within the Operational Planning team. This role is responsible for designing and implementing the operational framework of the MOC, the central hub that will coordinate all operational sites, functional areas, stakeholders, and delivery partners during the LA28 Games. Key Responsibilities Design and construct the MOC layout and internal processes before the Games; serve as primary facilitator during the Games, ensuring integration with competition and non‑competition venues and partner operations centers. Define the operational framework, structures, and organization of LA28 and its delivery partners for Games‑time operations. Develop and maintain information‑sharing systems and protocols that connect the 100+ operational sites across municipalities and regions. Create decision‑making matrices and criteria for tactical, operational, and strategic decisions; provide actionable information to facilitate timely decisions. Establish issue‑escalation and resolution processes, and manage incidents and exceptional situations. Lead issue resolution and situation response processes, including standards for escalation and incident response. Project Management Responsibilities Coordinate with functional areas and delivery partners to plan the MOC layout for maximum efficiency and headcount. Guide construction and scaled buildout of the MOC to support training and exercises. Develop standard operating procedures and training materials for MOC positions during Games operations. Lead staffing and workforce discussions to ensure each position and the MOC as a whole are appropriately staffed and rostered. Operational Framework and Structures Plan and implement an organizational blueprint for Games‑time communication, command, and coordination. Define roles, responsibilities, and reporting lines across LA28 and partners to ensure operational clarity and effectiveness. Facilitate alignment workshops to ensure all stakeholders adopt the framework. Information‑Sharing Processes Identify and solidify critical information flows and touchpoints within the Games delivery ecosystem. Advise on protocols for timely, accurate, and secure information sharing between LA28 and delivery partners. Select, implement, and oversee digital information systems for real‑time operations management, such as dashboards and issue‑management systems. Create documentation and training materials to support implementation of information‑sharing standards. Decision‑Making and Escalation Develop decision matrices and criteria for routine and urgent Games‑time decisions. Facilitate cross‑functional alignment on decision‑making protocols and secure partner buy‑in. Document and communicate decision processes and outcomes as a central reference. Issue Resolution and Situation Response Plan and implement standardized issue‑escalation and resolution processes. Refine incident and exceptional situation response protocols for a range of scenario magnitudes. Minimum of 5 years experience in major events or complex operational environments requiring the setup of command centers at large scale. Experience working with and preferably building operational centers or facilities. Demonstrated ability to engage broad stakeholder groups and achieve cross‑functional alignment. Proven ability to manage multiple priorities and deliver results within tight timelines. Excellent communication, stakeholder management, organizational, and prioritization skills. Demonstrated commitment to co‑creation and collaborative decision‑making. Ability to work independently and adapt to changing priorities. Education Bachelor’s degree in a related field preferred. Work experience may be considered. Physical Requirements and Working Conditions Available to work onsite in a downtown Los Angeles office. Majority of the work conducted in an office setting, requiring extended periods of computer, phone, and other office equipment use. Ability to travel occasionally to venues across the Los Angeles region, and possibly outside the Greater Los Angeles region. Must be able to work efficiently in an open floorplan environment. The annual base salary range for this position is $88,000 – $115,000. Compensation is subject to final determination based on candidate qualifications, experience, and other reasonable criteria.
