Capital Finance Change Management Lead

This 12-month contract role is based in New York City and focuses on leading change management, data governance, and regulatory delivery initiatives within a Finance Division. You will coordinate complex multi-squad programs, manage stakeholder alignment across Finance, Risk, and IT, and translate delivery status into clear executive communications for senior leadership and governance forums. Responsibilities Lead Finance technology change programs that deliver strategic regulatory and modernization goals across Capital Finance. Advance Finance Data Governance initiatives, including data dictionary, data attributes, dataset-level controls, feed governance, and data lineage. Coordinate delivery across Finance, Risk, IT, product owners, and approximately 10 Agile squads, managing priorities, dependencies, risks, implementation, and transition to business-as-usual operations. Run working groups and governance forums (including first, second, and third line of defense support) to drive decisions, actions, and accountability. Prepare Steering Committee and senior-management materials, including executive summaries, KPIs, critical-work spotlights, status reports, risks, and action items. Own KPI reporting for user-maintained tables, data issue management, and end-user computing, including Capital Calculations metrics for regulatory governance forums. Enforce Agile discipline through squad-board reviews, user-story hygiene, planning, and cross-team coordination. Lead end-to-end testing and user acceptance testing (UAT), from requirements and acceptance criteria through test scenarios, test data, execution metrics, and defect resolution. Drive process improvement and test automation, using AI agents to accelerate and deepen analysis. Support annual planning and ensure a smooth handoff from project delivery to business-as-usual operations. Qualifications Required Proven track record leading large regulatory change initiatives as a Project Manager, Product Owner, Scrum Master, or program/workstream lead. Experience leading Data Governance or Data Lineage programs, including controls and feed governance. Regulatory reporting experience with FR Y-9C, FR Y-15, FFIEC 101, FR Y-14A, or comparable reports. Strong trade-lifecycle knowledge across Investment Banking products, including derivatives, secured financing transactions, and loans. Excellent executive communication skills, with the ability to present status, risks, KPIs, and recommendations clearly to senior leadership. Strong Agile delivery skills, with clear ownership of quality and timelines and a continuous-improvement mindset. Hands-on end-to-end testing and UAT experience, including test strategy, execution, defect management, metrics, and automation. Strong organizational skills for coordinating geographically dispersed Finance, Risk, IT, and subject-matter-expert stakeholders in a fast-paced, high-pressure environment. Ability to work onsite in New York at least 3 days per week. Preferred Experience with US Federal Reserve Basel III capital regulations. Proficiency with Rally, JIRA, Alteryx, and Power BI. Advanced Excel and Visio skills. Strong facilitation skills, with experience independently leading working groups across business, technology, and senior-management stakeholders.
