MANAGEMENT ANALYST

Summary You will serve as the Chief of Plans and Actions at the GG-14 grade level performing the functions as a management analyst between the Department of War (DoW), the Intelligence Community (IC), and the Research and Development Support Activity (RDSA). Responsibilities You will coordinate with Activity subject matter experts to schedule and conduct proactive and requested briefings, tours, and site visits of Activity programs and projects to Executive Branch leaders. You will prepare new or modify previous management analyses, assessments, or other products and provide recommendations to Activity leadership. You will maintain relationships across the Research and Development Support Activity (RDSA) to ensure consistent messaging to external partners and stakeholders. You will assist in the creation and implementation of an Executive Branch engagement strategy to facilitate a relationship of trust and transparency that secures advocacy for the Activity’s strategic priorities. You will analyze, evaluate and integrate data from multiple sources to assess the relevance and significance of developments to Research and Development Support Activity (RDSA) priorities and strategic objectives. You will plan, design, and carry out projects and studies for the analysis and evaluation to inform Research and Development Support Activity (RDSA) leadership decision making Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS/GG-13) or pay band in the federal service or equivalent experience in the private or public sector performing duties such as: Possesses and maintains project management and/or ocean engineering expertise, as well as experience with intelligence collection systems and/or maritime sensor technology. Evaluate the effectiveness of projects and achieves the organization's objectives by recommending utilization of funding, manpower, or material resources. Determine system performance requirements and conduct in-depth analysis and trade studies of proposals related to ocean engineering. Evaluate and monitor cost, schedules, and technical feasibility of maritime sensor technology development projects and acquisitions. Determine level of effort required to complete intelligence collection system projects; and identifies risks and impact to schedule and cost. Make decisions and commitments based on interpretation of regulations and guidelines.
