SUPERVISORY TRAFFIC MANAGEMENT SPECIALIST

The primary purpose of this position is: To exercise second level supervisory and managerial authorities over the AFELM/JPPSO3C. To direct, manage, supervise and control all administrative, functional, financial and technical transportation support requirements for a large (70 military and/or civilian joint-service personnel. Responsibilities Plans, organizes, and directs the activities of the JPPSO, ensuring all functional work areas comply with legal and regulatory guidance in meeting customer requirements. Develops operational and organizational plans, integrating the JPPSO goals and objectives with base-level Personal Property Processing Offices (PPPOs). Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors and multidiscipline functional leads. Advises staff regarding policies, procedures, and directives of the Personal Property Activity or Headquarters Air Force. Selects and/or approves candidates for vacancies, promotions, details, and reassignments, taking into consideration skills, qualifications, and mission requirements. Ensures reasonable equity among division performance standards, developing, modifying, and/or interpreting evaluation/rating techniques developed by subordinate supervisors. Represents JPPSO with a variety of Service-level activities, Headquarters and base-level agencies, Commercial Industry Associations, and Transportation Service Providers. Establishes, develops, and maintains effective working relationships with Commercial Industry, Federal Agencies, Armed Forces, and the US Coast Guard, to include: Wing/MAJCOM leadership, Personal Property Activity (PPA) HQ and/or Military Service Headquarters, United States Transportation Command (USTRANSCOM), Service-level Military Claims Office, Defense Accounting Finance Service (DFAS), and General Services Administration; motivates and influences key stakeholders to support recommendations to advance fundamental program goals and objectives. Comprehensively assesses and evaluates program goals/objectives, providing a basis for long-range planning and development of program-level enhancements. Directs, manages, integrates, and coordinates organizational efforts of a multi-disciplined staff. Requirements Conditions of Employment Qualifications Conditions of Employment cont. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. This position is emergency essential (E-E). The incumbent must meet all requirements of E-E positions and may be required, as a condition of employment, to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. During a crisis, the incumbent or designated alternate must continue to perform the E-E duties until relieved by proper authority. The same will be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent or designated alternate to be removed from any military recall status. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Traffic Management Series 2130. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. My experience includes; Managing or participating in managing a transportation or traffic program involving operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (operating a transportation system to provide common carrier types of services to shippers and procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities. Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance. Making presentations on traffic matters before Federal, State, or local regulatory bodies. Performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services. Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities. Providing advisory service involving commodity analysis from the transportation standpoint. Concepts in transportation, personal property, logistics automaton, and financial management as it relates to the achievement of Departmental and DoD goals for achieving effective and efficient time definite delivery of personal property in support of military and civilian employees and their families. Knowledge of applicable laws and regulations pertaining to movement of personal property via all modes of transportation. Thorough knowledge DODI 4500.57, Transportation and Traffic Management, DOD 4500.9R, Defense Transportation Regulation Part IV and of Air Force issuances that apply to personal property, transportation payment, logistics automation, financial management and acquisition principles. Knowledge of DOD and US commercial surface and airlift capabilities. Complete understanding of USTRANSCOM contracts and tenders providing commercial air, land and sea movement capabilities. Knowledge of Defense Personal Property Program used to arrange, execute and pay for personal property movement within the DoD. Thorough understanding of Personal Property System information exchanges that support. Expert/master level knowledge of traffic management and transportation policies, concepts, principles and methodology applicable to air, land, and sea transportation under wartime and peacetime conditions within which DOD and other federal agencies and industry operate. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Expert/mastery level knowledge of a wide range of concepts, principles, and practices relating to financial management, training management, deployment management, support agreements, manpower, and management of information systems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert/master level knowledge of traffic management and transportation policies, concepts, principles and methodology applicable to air, land, and sea transportation under wartime and peacetime conditions within which DOD and other federal agencies and industry operate. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and written clearly, concisely, and with technical accuracy. Expert/mastery level knowledge of a wide range of concepts, principles, and practices relating to financial management, training management, deployment management, support agreements, manpower, and management of information systems. Comprehensive knowledge and understanding of organizational structure/functions, Congressional entitlements, Comptroller General decisions, US Code, DoD and Military Service regulations/guidance as related to personal property movement/storage, excess costs, unearned transportation, and IT system related issues/requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
