Summary

EOUSA HR Staff manages human resource policies and programs across 94 U.S. Attorneys' offices. HR provides technical oversight of delegated personnel authorities, operating personnel services, and pre-employment security screening across all U.S. Attorneys' offices. They develop and enforce HR policies, oversee delegated personnel authorities, administer distinct pay systems for Assistant U.S. Attorneys and support staff.

Help

If selected for this position, you will join a well-respected team working in conjunction with the program manager for classification, serving as a human resources (HR) specialist responsible for providing technical guidance on position management and classification issues/activities to senior leadership and the collective United States Attorneys' Office (USAOs).

Typical work assignments will include:

-Plan and deliver complex classification and position management advisory services in support of the collective USAO community.

-Evaluate and justify position classification decisions regarding grade and series determinations.

-Provide advice and guidance in determining effective, efficient, and economical organization and position structures and review restructuring and realignment proposals.

- Serve as a team member on special projects and comprehensive studies to identify and examine position management and classification problems or operating issues that impact the USAO community.

-Assist with position management and classification program communication across the USAO community.

- Conduct reviews of USAO classification operations for application of required regulations and policies, technical accuracy, sound internal controls and compliance with merit principles.

-Analyze and evaluate program execution, recognizing problems and problem areas and originate solutions to complex or unusual classification issues.

- Deliver authoritative HR advisory services and strategic position management and classification program activities in support of the collective USAO community.

-Participate in developing strategic program plans relating to position management and classification activities.

  • You must be a U.S. Citizen or National.
  • Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
  • You must be registered for Selective Service, if applicable.
  • If selected, you may be required to complete a one year probationary period.
  • Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.
  • You must meet all qualification and eligibility requirements within 30 days after the closing date of this announcement and before placement in the position.

Qualifications

In order to qualify for this position, you must meet the specialized experience requirement.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized Experience : Applicants must have at least one full year of specialized experience equivalent to the GS-12 in federal service utilizing OPM position classification standards to classify positions across multiple series and grades; Preparing evaluation statements to support classification decisions; Providing recommendations, advice, and/or technical guidance on the classification of agency positions in accordance with federal position classification policies and procedures; AND Conducting desk audits.

Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy.
