We're currently recruiting for an Applications Engineer 2. The primary responsibilities for the job are to support major citywide systems, including financial, human capital management, utility billing, parking, and other key SaaS applications through the development and maintenance of City software applications, SaaS system configurations, reports, and interfaces. The position requires the ability to create and update source code, scripts, and formulas used within the City's core platforms.

This is a full-time, regular, exempt position. The schedule for this position is M-F, 8am to 5pm.

At this time, this position is eligible for a hybrid schedule after the completion of onboarding. As with all routine telework positions, employees may be required to come into the office on occasion based on business needs. Telework may be subject to change at a future time. Currently, all employees must reside in Oregon or Washington; the City cannot support ongoing telework from other locations.

Essential Functions:

• Provide technical support, troubleshooting, testing, upgrades, and custom development for enterprise solutions including billing, assets management, permitting, work management, GIS, and other business applications for end users.
• Collaborate directly with end users to define requirements, develop application specifications, and create test plans and implement Saas-based solutions meeting end user needs.
• Participate in architectural design sessions with a high degree of innovation and creativity.
• Develop automation and tools to enhance system scalability and streamline deployment. Conduct research on emerging tools and services to solve business challenges and recommend innovative features for system improvement.
• Utilize Team Foundation Server (TFS) and Source Safe following City standards and best practices for source code management. Create documentation of requirements, system design, and source code.
• Cross train with other developers on supporting applications and interfaces.
• Assist with managing SQL Server databases and environment.
• Perform other duties and responsibilities as assigned.

Qualifications

Experience and Education

• Three (3) years as an Application Engineer, Software Developer, Software Engineer or similar role supporting Saas applications utilizing SSRS, SSIS, ASP.NET, VB for applications, XML, TOAD, Cognos, Visual Studio, Postman.
• Bachelor's Degree in computer science, information systems, or a related field
• Equivalent combinations of education and experience may be considered.

Computer Skills

• Proficient skills in SQL Server, VB.NET, Visual Studio, Postman, and Microsoft Suite of Office Products including Excel.
• Experience using TOAD or similar language editing tool

Knowledge

• SSRS Reports - Create and modify existing reports. Work with users to develop and document requirements for new reports. Create and modify SQL Server stored procedures called in the datasets.
• SSIS - Create and modify existing packages that transfer data between the various city systems.
• VB.NET - Create and modify existing formulas within IPS application. Formulas drive workflows within applications. Provide support for custom apps.
• T-SQL - Create and modify packages, stored procedures, views, functions, triggers in SQL Server environments. Ability to optimize scripts; and troubleshoot code.
• Familiarity with cloud platforms, APIs, and modern software architecture.
• Microsoft Power Platform products: Power Apps, Power BI, and Power Automate among others
• Visual Studio - General familiarity and experience with the IDE and common VS project types.
• TFS or Source Safe - Knowledge of versioning and ability to adhere to internal processes.
• Developer tools or languages: SSRS, SSIS, ASP.NET, VB for applications, XML, TOAD, Cognos, Visual Studio, Postman.
• Principles and practices of project management.
