Chief Procurement Officer

Position Summary
The PCAOB has a full‑time, regular position for a Chief Procurement Officer at its Washington, DC office. The Chief Procurement Officer reports to the Chief Financial Officer and is responsible for the strategic oversight and ongoing management of the PCAOB’s procurement and travel departments. The officer will partner with PCAOB division and office leaders to align procurement priorities with enterprise strategy, cost optimization, and mission delivery. Responsibilities include modernizing the procurement function into a strategic, data‑driven business partner, overseeing vendor oversight, third‑party risk, KPI development, market analysis, business intelligence, and a business‑partner model for stakeholder engagement.
Additionally, the Chief Procurement Officer will maintain organization‑wide policies and procedures for a centralized acquisition function and oversee travel and travel security programs for all PCAOB board members and staff, managing travel business expense, security, and exception approvals.

Responsibilities
- Establish and implement an effective stakeholder engagement framework to optimize procurement value.
- Develop a strategic vendor oversight program with measurable business outcomes and controls.
- Create and enhance a third‑party risk program focused on assessing risks that could impact reputation, safety, security, or financial success.
- Improve the full sourcing lifecycle (business strategy, technical requirements, RFPs, supplier evaluations) by acting as a strategic partner.
- Lead high‑value, mission‑critical contract negotiations using executive‑level commercial judgment.
- Participate in short, medium, and long‑term strategy formulation for divisions and offices affecting business results and efficiencies.
- Drive flexible procurement practices including managed‑services partnerships, incentive‑based contracts, and IDIQ procurement.
- Influence executive decisions on sourcing strategy, investment priorities, risk, sustainability, and innovation.
- Oversee procurement standards for technical vendors and for staff managing technical vendors, including AI vendors.
- Deliver sustainable, multi‑year cost productivity and working‑capital outcomes.
- Drive enterprise‑wide contract compliance and spend governance, identifying savings opportunities and reducing leakage.
- Build and sustain executive‑level relationships across PCAOB and with key vendors to align strategies and strengthen performance.
- Collaborate with key stakeholders (accounts payable, finance, budget) to enhance end‑to‑end processes.
- Lead continuous automation and modernization, including AI, of procurement and travel business processes.
- Provide regular reporting, performance metrics, and analysis to senior management.
- Plan and oversee enterprise travel, travel security, and corporate card programs, including management of third‑party vendors.
- Communicate incidents and alerts with senior leadership and recommend actions.
- Drive change to improve efficiencies, advance digital capabilities, and leverage modern technology for decision quality.
- Contribute to procurement and travel function improvement through performance monitoring and coaching.
- Lead and develop a high‑performing procurement organization, setting expectations, managing performance, and ensuring accountability.
- Perform other duties as required.
Qualifications
- Master’s degree in business administration, law, accounting, or related field.
- 15+ years of progressive procurement, supplier, or vendor management experience.
- Experience creating procurement savings frameworks, setting standards, overseeing managed services, technology contracts, and delivering financial and operational results.
- In‑depth experience in strategic sourcing, supplier governance, contract negotiations, and enterprise risk management.
- Strong executive presence and service orientation, with ability to anticipate stakeholder needs and deliver solutions aligned to enterprise priorities.
- Demonstrated success in influencing senior executives and leading through authority and collaboration.
- Extensive experience in procurement transformation, including modern technology use (AI), digital enablement, and change leadership.
- Experience leading enterprise travel management services.
- Ability to lead and drive positive change and innovation.
- Strong business acumen and effective change‑management skills in a multi‑faceted environment.
- Strategic, systems‑oriented thinker with strong judgment and ability to operate amid changing risks.
- Proven relationship‑management skills, aligning leaders and harmonizing priorities across divisions.
- Exceptional written, verbal, and presentation skills.

- Must be legally authorized to work in the United States without employer sponsorship.
Preferred Qualifications
- Certified Professional in Supply Management (CPSM) Certification or equivalent.
