This leadership position will be located onsite in San Diego, El Segundo orPalmdale, California. This is a 100% on-site, in program space position, with no opportunity for teleworkThis position reports to the Global Supply Chain Program Management Director under the Air Dominance Division for the Aeronautics Systems Sector. The Manager will serve as the primary focal point with Responsibility Accountability and Action (RAA) to the Operating Unit (OU) Program Management Director. The candidate will be responsible for developing and executing GSC strategies to support the program, with focus on achieving affordability, operational efficiency, safety and first-time quality targets. Candidate is responsible for activities and knowledge within multiple disciplines across the Supply Chain organization. Exhibits end-to-end supply chain competency as well as supply chain business acumen.This role is part of the GSC Program Management team and will be challenged to resolve issues and implement solutions, in a quick fast-paced environment – including process improvements, tools, metrics, data integration, and coordination and collaboration with key GSC and program stakeholders.Key Responsibilities:Responsible and accountable for the strategy, planning, and execution of all material and services content for a Program or collection of Programs.Acts as the main focal point for the Program Management Office (PMO) for the entire supply chain and coordinates cross-functionally to ensure that all supply chain commitments are met, and that appropriate mitigation plans are developed and executed to address any programmatic risks related to suppliers.Leads supply chain Program execution, is accountable for resource planning, material cost, forecasting, schedule performance, risk/opportunity management, supplier performance, and supply chain issue resolution. Briefs the PMO and executive management on the status and issues affecting Program cost and schedule performance.Will oversee all aspects of Supply Chain for the Operating Unit, delivering status reports, act with a sense of urgency in response to exigent requirements, applying supply chain knowledge and experience to successfully navigate high pace and high-level expectations.Control Account Manager (CAM) responsibility for labor and non-labor, including variance analyses and work package management execution utilizing Earned Value Management (EVM) techniquesDevelops the material strategy and leads the activities for GSC in all phases of the Business Acquisition Process (BAP). Ensures that prior to program execution, all elements of the proposed program(s) plans have complete and accurate schedules, budgets, make/buy plans, and procurement and subcontracts strategies.Will have responsibilities for evaluating proposal submissions, identifying risk and mitigation strategies, developing negotiation plans and negotiating, and preparing subcontract files in compliance with Northrop Grumman principles and operating practices.Basic Qualifications:Bachelor's degree with 5 years of experience in business management, program management, project management, supply chain or operations OR a Master's degree with 3 years of experience in business management, program management, project management, supply chain or operations OR a High School Diploma/equivalent with 9 years of experience in business management, program management, project management, supply chain or operationsMust have previous experience in Supply Chain3 years of leading a team, process, and/or projectsExperience with Earned Value (EV) and how non-labor inputs are reported uponExperience utilizing MS Office Suite and SAPMust have a current active U.S. Government Top Secret ClearanceMust have the ability to obtain/maintain Program Special AccessMust have the ability to prepare and present executive-level presentationsPreferred Qualifications:Experience managing Subcontractor financial performance and integrating that into larger Program financial planPrevious experience as a CAM for non-laborHave existing Program AccessAerospace and Defense experienceMaster’s degree in Business, Global Supply Chain or Project ManagementSolid understanding of supply chain and program management principles, policies, procedures, and regulationsStrong written, verbal and presentation skills with proven ability to develop and maintain strong internal/external customer relationshipsAbility to communicate with multiple levels of internal leadership and externally to suppliersAbility to work under limited supervision – No instructions needed on routine work, and general instructions given on new lines of work or special assignmentsExperience with SAPExisting SCI clearance in addition to Top SecretPrimary Level Salary Range: $146,600.00 - $219,800.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
