This Is More Than a Finance Manager RoleColumbia River Health is seeking an experienced Finance Manager to provide hands-on financial leadership for a mission-driven community health organization in Boardman, Oregon.
This position requires much more than general accounting experience.
The successful candidate must understand the financial realities of rural healthcare and bring prior experience working within either a:
- Federally Qualified Health Center
- Community health center
- Critical Access Hospital
- Comparable rural healthcare organization with complex reimbursement and regulatory requirements
This is not a role for someone learning healthcare finance for the first time.
Columbia River Health needs a seasoned professional who can understand the numbers, strengthen financial systems, ensure accuracy, improve accountability, and help leadership make informed decisions.
Why Boardman, OregonBoardman is located along the Columbia River in northeastern Oregon and offers the close-knit feel of a rural community surrounded by wide-open landscapes.
The area is shaped by agriculture, industry, transportation, and outdoor recreation. Residents enjoy access to the Columbia River, parks, boating, fishing, hiking, and nearby regional communities including Hermiston and the Tri-Cities.
Boardman offers an opportunity to live and work in a growing rural community where strong healthcare organizations make a direct difference in the lives of patients and families.
About Columbia River HealthColumbia River Health is a nonprofit community health organization dedicated to providing accessible, compassionate, and affordable healthcare to the residents of Boardman and surrounding communities.
Its roots in the community date back to 1985, when local physician Dr. Robert Boss began providing care to Boardman residents. The organization has continued to grow while maintaining its commitment to keeping essential healthcare services close to home.
Columbia River Health provides primary care and a variety of supporting services, including behavioral health, patient outreach and care coordination, laboratory services, radiology, vaccinations, pharmacy assistance, and help navigating Medicaid and other healthcare coverage.
The organization is committed to offering employees a competitive benefits package and a meaningful opportunity to serve a rural community.
What You Will DoAs Finance Manager, you will oversee key financial operations and help ensure that Columbia River Health maintains accurate, compliant, and reliable financial systems.
Responsibilities are expected to include:
- Managing day-to-day accounting and financial operations
- Overseeing general ledger activity, account reconciliations, journal entries, and month-end closing
- Preparing timely and accurate monthly, quarterly, and annual financial reports
- Supporting annual operating and capital budget development
- Monitoring actual performance against budget and identifying meaningful variances
- Preparing financial forecasts, cash-flow analyses, and leadership reports
- Maintaining effective internal controls and financial policies
- Ensuring appropriate segregation of duties and accountability across financial processes
- Supporting federal grant accounting, reporting, and compliance
- Tracking restricted funds, grant revenue, expenditures, and supporting documentation
- Ensuring financial activity is consistent with approved budgets and funding requirements
- Supporting Medicare, Medicaid, commercial insurance, self-pay, and other healthcare revenue streams
- Partnering with revenue cycle and billing teams to improve collections and financial performance
- Monitoring accounts receivable, denials, contractual adjustments, and reimbursement trends
- Supporting the organization's sliding-fee discount, billing, and collections processes
- Coordinating accounts payable, purchasing, payroll-related accounting, and cash management
- Preparing schedules and documentation for annual audits
- Supporting HRSA reviews, operational site visits, and other regulatory examinations
- Assisting with Medicare and Medicaid cost reporting, as applicable
- Working with external auditors, accountants, consultants, banks, and vendors
- Reviewing financial workflows and correcting inefficiencies or control gaps
- Developing useful financial dashboards and key performance indicators
- Translating complex financial information into practical guidance for organizational leaders
- Supporting executive leadership and the governing board with clear, accurate financial information
- Helping strengthen the organization's long-term financial stability
This is a hands-on role. The Finance Manager must be comfortable both leading financial processes and working directly within the details.
Why FQHC Financial Experience MattersFinancial management in an FQHC or rural healthcare setting is highly specialized.

Financial systems must also reflect applicable accounting principles and comply with federal award requirements.
The governing board also has specific responsibility for reviewing and approving policies related to financial management, accounting systems, billing, collections, and the sliding-fee discount program.
For that reason, Columbia River Health needs someone who already understands the accountability, documentation, reimbursement, and compliance standards involved in healthcare finance.
What You Will BringRequired Qualifications- Significant professional accounting or healthcare finance experience

- Strong analytical and problem-solving abilities
- Ability to identify financial trends, risks, and operational concerns
- Experience communicating financial information to non-financial leaders
- Strong attention to accuracy, documentation, and follow-through
- Ability to manage sensitive and confidential financial information
- Ability to work on-site in Boardman, Oregon
- Direct FQHC financial management experience
- Knowledge of HRSA Health Center Program financial requirements
- Experience managing federal grants and restricted funding
- Experience with Medicare and Medicaid cost reporting
- Knowledge of 340B-related financial processes
- Experience with sliding-fee discount programs
- Experience partnering with revenue cycle, billing, and collections teams
- Experience preparing for HRSA operational site visits
- Experience supporting nonprofit healthcare boards or finance committees
- Bachelor's degree in accounting, finance, business administration, or a related field
- CPA, CMA, MBA, or other relevant advanced credential
Equivalent education and extensive directly related experience may be considered.
The Finance Leader Who Will Thrive HereColumbia River Health needs someone who understands that financial leadership is not simply producing reports.
You may be a strong fit if you:
- Take ownership of accuracy and deadlines
- Know how to build reliable financial processes
- Understand the difference between reporting numbers and interpreting them
- Can identify concerns early and communicate them clearly
- Are comfortable asking difficult financial questions
- Hold yourself and others accountable
- Understand rural healthcare reimbursement and limited-resource environments
- Can improve systems without making them unnecessarily complicated
- Collaborate effectively with clinical, operational, and executive leaders
- Communicate directly, respectfully, and without hiding concerns
- Are willing to work inside the details when necessary
- Want your financial expertise to support care for an entire community
This organization needs a finance professional who can be trusted with both the numbers and the story those numbers are telling.
Why This Role MattersIn a rural community health organization, financial strength directly supports patient care.
Accurate, responsible financial management helps Columbia River Health:
- Maintain essential healthcare services
- Meet payroll and operational commitments
- Protect federal and organizational resources
- Invest in employees, providers, equipment, and programs
- Remain compliant with funding requirements
- Make informed decisions
- Prepare for audits and regulatory reviews
- Respond to reimbursement changes
- Preserve access to care for patients regardless of their ability to pay
- Continue serving Boardman and the surrounding region for years to come
This Finance Manager will provide the discipline, information, and financial stewardship needed to support that mission.

- Full-time, on-site leadership position
- Comprehensive employee benefits
- The opportunity to work directly with organizational leadership

Final compensation will be based on the selected candidate's qualifications, depth of healthcare finance experience, and demonstrated ability to perform the responsibilities of the position.
A Place to Lead and BelongThis is an opportunity to bring high-level financial expertise to an organization where the work matters.
Your leadership will help protect resources, strengthen systems, support employees, and ensure that patients throughout the region can continue receiving care close to home.
Columbia River Health is looking for someone experienced enough to understand the complexity, practical enough to improve the work, and committed enough to help build something sustainable.
