Manifest Solutions is partnered with a regional energy partner with ongoing needs for Project Cost Analyst professionals.

• Coordinates project cost analysis and controls activities supporting project managers and project teams, including cost reporting for multiple projects and monitoring project budgets to support accurate cost reporting on large and complex projects under minimal supervision while demonstrating independent judgment and sound decision-making.
• Responsibilities include budget input, ongoing forecast updates and variance analysis, input and tracking of key performance indicators (KPIs), and collaboration with project teams to support project management best practices throughout the project lifecycle.
• Communicates with stakeholders and coordinates with contractors and vendors to support integration with the overall project budget and schedule.
• Coordinate project meetings and activities.
• Support the PM in the preparation and updating of project documentation and planning.
• Prepare forecasts of project spending, cash ?ows, budget variance monitoring, cost tracking/analysis.
• Provide analysis and veri?cation for Sarbanes Oxley (SOX) activities and assist with providing input to annual budget, capital forecasts, ?ve-year plan and improvement requisitions.
• Perform estimate vs. actuals analysis.
• Develop, recommend and implement plans that include scheduling, resource and cost information and control required to address complex problems that require input and e?orts of a wide array of entities both internal and external.
• Collaborate with PM, project controls, and other vested parties to perform variance reporting and/or establish original baseline budgets that are time-phased with dates from the system schedule.
• Create project work plans and project breakdown structures.
• Perform some departmental organizational functions to ensure the smooth operation of project functions. This might include tracking, analyzing, verifying, and submitting, information for unvouchered liabilities, keeping project system records current and complete, and coordinating the work order process related to a project from creation of the work order through in-servicing and closing.
• Assist in evaluating contracting methods, creating contract requisitions, bidding activities, analysis of cost, and cost tracking.
• Communicate with project team, resources, and other internal and external stakeholders on budgetary items.
• Work independently resolving moderately complex problems.
• Make technical decisions based on calculated risks without management review.
• Perform assignments demonstrating technical knowledge and analytical techniques.
• Develop and compile KPIs that are measurable outcomes.
• Guide application of applicable project and work management standards and governance requirements.
• Provide guidance, knowledge sharing, and subject matter expertise to project cost controls team members as needed.
• Recommend improvements that enhance the role, project performance, and performance regarding service and product delivery as well as environmental and community stewardship.
• Negotiate and direct the work with all key contractors, vendors, suppliers, associated with the programs and projects to obtain all project performance related data and integrate into a total project performance analysis.

Basic Quali?cations:

• With a quali?ed bachelor's degree, six (6) years' quali?ed experience required; with a quali?ed associate's degree, eight (8) years' quali?ed experience.
• Quali?ed degrees must be in a related ?eld from an accredited university or college and could include Accounting, Business, Construction Management, Engineering, Technology, or Project Management.
• Quali?ed experience includes utility speci?c operations knowledge/experience with good working knowledge of work processes and procedures.
• Experience should be in design, operations, planning, project management, cost tracking analysis, forecasting, project budgets, working with accounting principles, and/or construction or maintenance of systems and/or equipment.

• Demonstrate ability to manage time e?ectively and e?ciently and demonstrate organizational and planning skills, as well an aptitude for accuracy, attention to detail and ability to achieve goals.
• Demonstrates an advanced level of technical knowledge related to writing and verbal communication.
• Pro?cient in use of computer and MS O?ce products including Word, Excel, Outlook and PowerPoint.
• Team player with ability to work and collaborate well with others.
• Some travel, including overnight, may be required.
• Experience with corporate accounting and project cost management systems, construction environments, earned value management, and scheduling systems is required.
• Availability to work overtime, call-out overtime, and shift work may be required depending on business unit as required.
• Demonstrates advanced abilities and aptitude for creativity and innovation while encouraging and developing the innovation of others.
• Ability to interface and work well with various levels of individual contributors and management is required.
• Demonstrates superior problem-solving skills in areas of specialization.
